En caso de empate en las evaluaciones entre dos o más oferentes, el criterio que definirá la adjudicación será la obtención de mayor puntaje en el factor“Experiencia del Oferente”;en segunda instancia será la obtención de mayor puntaje en el factor“Oferta económica” y en caso de persistir el empate será la obtención de mayor puntaje en el factor“Experiencia del equipo de trabajo”.Finalmente, si aún persiste el empate, se seleccionará la propuesta que ingresó primero enwww.mercadopublico.cl, el medio de verificación será el comprobante de ingreso de la oferta.
La propuesta de adjudicación establecerá cuál es la oferta más ventajosa de acuerdo a los criterios de evaluación, ponderaciones y puntajes obtenidos por los oferentes en relación al mérito de sus ofertas, la cual deberá firmarse por los miembros de los funcionarios que realicen la evaluación,propondrá adjudicar los servicios licitados, mediante el acto administrativo correspondiente.
Asimismo, la Subsecretaría se reserva el derecho de rechazar fundadamente todas las propuestas sin que ello otorgue derecho a los proponentes a indemnización alguna por los gastos incurridos en la presentación de la propuesta. De igual forma, se reserva el derecho de declarar desierta la licitación según la conveniencia o inconveniencia de las ofertas que se presenten.
