La necesidad e idoneidad de la presente contratación, al amparo del artículo 28 de la LCSP, se radica en que la prestación de un servicio de estas características debe garantizar un alto grado de especialización técnica y perfiles no disponibles en la plantilla de trabajadores del Ayuntamiento de Los Llanos de Aridane. De igual modo, el municipio se enfrenta a una situación territorial, jurídica y social absolutamente excepcional en el territorio nacional tras la erupción volcánica del año 2021, la cual ha alterado de forma irreversible la topografía y el parcelario histórico de la zona suroeste del municipio.
