La actuación se enmarca de forma directa dentro del Protocolo Estratégico de Actuación Conjunta suscrito entre el Ayuntamiento de Valladolid y el Real Valladolid C.F. Con esta iniciativa institucional, la Administración pretende dotar al Estadio José Zorrilla de una infraestructura homogénea en su anillo superior (consiguiendo el denominado "Efecto Bombonera"). El fin primordial radica, por un lado, en corregir las deficiencias que la configuración actual de la grada presenta desde el punto de vista de la protección de los espectadores ante las incidencias meteorológicas y, por otro, elevar el aforo de la instalación hasta alcanzar un aforo total definitivo de 32.000 espectadores que permita dar cumplimiento a los estándares normativos del Nivel 4 de la UEFA.
