La Universidad de Zaragoza dispone de un sistema de telefonía fija y un sistema de telefonía móvil ambos integrados por un sistema interno de marcación abreviada lo que funcionalmente permite verlos como un único sistema de telefonía. Mediante ambos sistemas los universitarios pueden comunicarse entre sí y con el exterior de la universidad. Para mantener funcionando ambos sistemas de comunicación son necesarias líneas de enlace con la Red Telefónica Pública puesto que sino sólo serian posibles las comunicaciones internas entre teléfonos fijos; no se dispondría ni de comunicación con el exterior de la Universidad (desde los teléfonos fijos) ni de teléfonos móviles. Ambos servicios imprescindibles, hoy en día, para el normal desarrollo de la actividad universitaria. El sistema telefónico de la Universidad está adaptándose permanentemente: la redistribución de espacios, la habilitación de nuevas ubicaciones, la puesta en funcionamiento de nuevos edificios, exigen modificar el sistema de telefonía. Por otro lado, el consumo telefónico está en proceso de cambio al ir introduciéndose nuevos canales de comunicación que modifican los hábitos de los usuarios y cambian los perfiles de uso habituales. Por ello el Acuerdo Marco es la forma más idónea de abordar este proceso ya que permite ir adaptando la infraestructura a las necesidades de la Universidad.
