Assignment Title: CONSULTING SERVICES FOR SUPERVISION OF THE CONSTRUCTION OF THE RAILWAY BRANCH LINE AND TERMINAL OF THE CAÁLA LOGISTICS PLATFORM

The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services for supervision of the construction of the railway branch line and terminal of the caála logistics platform.

The consulting services (“the Services”) consist of technical supervision, contract management, quality control, and environmental, social, health, and safety (EHS) monitoring of the works executed by the main contractor, namely the construction of the railway branch line and the cargo terminal of the Caála Logistics Platform.

Main Activities:

  • Analysis, review, and validation of executive projects, work plans, and construction methodologies submitted by the contractor;
  • Comprehensive and continuous supervision of the physical and financial execution of the contract, including control of timelines, costs, and quality;
  • Verification and assurance of strict compliance with the environmental, social, and safety standards established by the World Bank, including the implementation of Gender-Based Violence prevention measures (GBV/SEA/SH);
  • Conducting work measurements, approval of measurement records, and certification of payments to the contractor;
  • Issuance of periodic progress reports (monthly and quarterly), incident reports, and final work report;
  • Technical support to the Owner in managing claims, contractual amendments, and dispute resolution;

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Have a minimum of 10 years of proven experience in the inspection and supervision of complex infrastructure projects, preferably in railway, logistics, industrial, or heavy transport projects;
  2. Have executed, with documentary evidence through contracts, certificates of satisfactory completion, or client statements, at least three (3) contracts for the supervision of similar works over the past ten (10) years, preferably in similar contexts in the Sub-Saharan Africa region;
  3. Demonstrate proven practical experience in contract management, cost control, schedule monitoring, and environmental and social safeguards.
  4. Experience in the application of FIDIC Contract Conditions (or other internationally recognised contract forms) will be considered an advantage;
  5. Demonstrate institutional capacity to operate in multi-stakeholder contexts, ensuring technical coordination among different contractors, public entities, railway operators, and other stakeholders.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
