Il Servizio consiste nella sperimentazione di un “Buffer merci portuale” che si sostanzia in un modello operativo di regolarizzazione ed efficientamento del traffico delle unità di trasporto intermodale (UTI) in ingresso/uscita dai porti, da realizzarsi in aree extra-portuali opportunamente attrezzate, organizzate e gestite per assorbire i picchi di traffico merci e razionalizzare i tempi dei transiti di imbarco e sbarco, con l’obiettivo di decongestionare le infrastrutture dei nodi portuali dell’Autorità di Sistema Portuale del Mar Ligure Occidentale.
