Short Term Consultancy for Situation Analysis of Public Administration Reform in Moldova The service consists of short-term expert consultancy to prepare a comprehensive situation analysis of public administration reform in Moldova. It will assess the current state of reform implementation, key gaps, bottlenecks, risks, capacity needs and priorities for further support, based on document review, stakeholder mapping, interviews and consultations. The assignment covers the full process from methodology and fieldwork to a draft report, validation workshop and final situation analysis report, and is expected to be completed within approximately two months from contract signature.
