Description

Short-Term Expert – Data Economy & Finance Enhancement, Data Governance and Open Data Policy (Cambodia) This procurement concerns the engagement of one Short-Term Expert (STE), a Senior Data Governance and Open Data Advisor, to support the General Department of Digital Economy (GDDE), Ministry of Economy and Finance, Cambodia. The objective of the assignment is to provide capacity building in Data EF (Economy & Finance) Enhancement, Data Governance, and Open Data Policy, and to strengthen GDDE’s institutional and technical capabilities related to the Data EF platform and lakehouse architecture. HAUS Finnish Institute of Public Management Ltd implements this procurement on behalf of the Finnish Digital and Green Transition (FDGT) project. As part of FDGT, HAUS assigns STEs on secondments to support the digital development of public organisations in Africa, Asia, and Latin America. Secondments provide a means to promote Digital and Green Transition in these regions by offering technical assistance based on Finnish good practices in digitalisation, while also providing a unique opportunity to forge professional partnerships with local stakeholders. Finnish experts may represent public sector organisations, private sector entities (ranging from individual entrepreneurs to larger firms) or civil society organisations. The contract for the assignment will be made between the Finnish organisation and HAUS, and most costs related to the secondment, including daily remuneration, international per diem allowance, travel, accommodation, and approved operational expenses, will be covered by HAUS. This is a unique opportunity to contribute to meaningful work globally while building new professional contacts. The tenderer shall indicate their proposed daily remuneration rate in the Budget Form (Annex 2). The assignment has an expected maximum duration of 130 person-days, corresponding to approximately six months. The secondment will be implemented in a flexible manner, combining on-site work at the GDDE offices in Phnom Penh and remote work as agreed. The work is expected to commence in mid-May 2026. The overall objective is to strengthen national capacity in data governance, interoperability, and open data policy within Cambodia’s economy and finance sector. The STE is required to produce the following deliverables in English: 1. Draft Data Governance Framework for the Ministry of Economy and Finance (MEF) and the Data EF (Economy & Finance) platform 2. Open Data Policy Framework, including metadata standards and licensing models 3. Recommendations for enhancements to Data EF lakehouse architecture, data quality processes, and metadata catalogue 4. Training materials and delivery of at least three (3) capacity-building workshops 5. Presentation of key findings and achievements to GDDE, HAUS, the Ministry for Foreign Affairs of Finland, and the Embassy of Finland 6.
