SIA - Language and Integration for the Labor Market

1. Objective: The aim of the support offer is to assist migrants in improving their German language skills, overcoming individual barriers, and jointly developing a sustainable and marketable professional perspective. The focus is on sustainable integration into the labor market and society. A large part of the target group, based on experience, has neither school or professional qualifications recognized in Germany nor proof of their professional experience acquired in their home country. In addition, there are often insufficient German language skills, which persist even after attending integration courses of the BAMF, as well as a lack of knowledge about the German labor market, its job profiles, regulated entry requirements, and common application techniques. For these individuals, a low-threshold offer is needed that gradually introduces them to the labor and training market. This includes information about the German labor market, career orientation, the development of language skills, and practical speaking and application opportunities. At the same time, the measure should offer concrete support in professional and social integration. Another focus is on finding one's own role, which is deepened in gender-specific modules for men and women. In weekly coaching sessions, employable benefit recipients (eLb) are professionally supported in their reintegration into employment. Individual action plans are developed together, barriers to placement are addressed, and further specialized agencies are involved as needed. Furthermore, active placement work takes place in coaching, including accompanying them to job interviews. The contracting authority expects the contractor to apply for additional funds from the Hessian labor market promotion program "Berufsqualifizierende Sprachförderung Plus (BQS+)" and to provide proof of application with the offer submission. Without the provision of BQS funds, the contract for the SIA measure will not come into effect. 2. Target group: The support offer is aimed at employable benefit recipients (eLb) who are entitled to benefits under the Second Book of Social Code (SGB II). The target group includes eLb with a refugee background and completed integration course or with a migration background and German language skills that need to be improved for labor market integration. 3. Framework conditions 3.1 Duration of the support offer/option: The contract has a duration of 12 months. It begins on 01.11.2026 and ends on 31.10.2027. There is an option to extend the contract for another 12 months from 01.11.2027 to 31.10.2028. For the option, the contractor will receive an increased expense allowance of 2.5% for the period from 01.11.2027 - 31.10.2028 as part of an inflation adjustment. There is a further option to extend the contract for another 12 months from 01.11.2028 to 31.10.2029. For the option, the contractor will receive an increased expense allowance of 2.5% for the period from 01.11.2028 - 31.10.2029 as part of an inflation adjustment. The decision on exercising the right to extend the contract (option) is made by the contracting authority and is solely its prerogative. No vacation days are planned for the support offer. The contractor offers the support offer continuously. An interruption of service provision by the contractor beyond public holidays, including 24.12. and 31.12., is permitted only on two days. 3.2 Number of participant places: The contractor provides 70 places.
