SIEM and SOC service The procurement unit is requesting offers for the following service package: • SIEM and SOC service The supplier must offer the entire package. Partial offers or alternative offers will not be accepted unless an alternative is specifically requested in the request for proposal. More detailed information and offer requirements for the package in question can be found in Appendix 1 of the request for proposal, which specifies the minimum and quality requirements for the offered services. The procurement will follow the Procurement Act (1397/2016). The procedure is an open procedure exceeding the EU threshold. The procurement notice has been published in Cloudia, and the tender documents are available electronically in connection with the notice. The tender documents are in Finnish, and the offer must be submitted in Finnish. Learnpoint ICT Oy acts as an expert authorized by the Contracting Authority in the procurement. Access to procurement documents is restricted under Section 69.3 of the Procurement Act: not all procurement documents can be made available without restriction, directly, and in their entirety in electronic form to protect the confidentiality of information. The tender documents include confidential material (Appendix 4 of the request for proposal – background information form). The procurement unit will provide the confidential tender material only to suppliers who meet the eligibility criteria as per the ESPD form. The supplier must send a request and state that they meet the eligibility criteria via email to laskenta@learnpoint.fi. The procurement unit has the right to request clarifications on the fulfillment of eligibility criteria before providing the confidential material. The supplier undertakes to destroy the material as soon as it is no longer needed or at the latest when the procurement procedure has ended (=the procurement decision is legally valid). The procurement is a joint procurement and includes Seinäjoki University of Applied Sciences Ltd, Centria University of Applied Sciences Ltd, Satakunta University of Applied Sciences Ltd, and Seinäjoki Education Consortium Sedu. SEAMK acts as the procurement unit authorized by the participating organizations. Each participant will make an independent procurement decision for the joint procurement.
