Dear Bidder,
The International Labour Office (ILO) is seeking an individual consultant to undertake an assignment as an External Collaborator.
Under the PROSPECTS Partnership Programme, the ILO is looking for a National Consultant to support the diagnostic assessment and policy development process for the Social and Solidarity Economy (SSE) in Iraq.
The consultant will support the Government of Iraq, through the National SSE Committee established under Diwani Order No. (61) of 2025, in developing an inclusive and evidence-based national SSE policy aligned with the ILO Resolution on decent work and the SSE.
The assignment will be implemented in close coordination with the International Consultant, government institutions, social partners, and key stakeholders, under ILO supervision.
The assignment includes two main phases.
In the first phase, the consultant will contribute to the SSE diagnostic study by supporting stakeholder mapping and engagement, facilitating access to key informants, organizing interviews and field visits, assisting in data collection and analysis, and contributing to sections of the diagnostic report.
The consultant will also support the validation workshop.
In the second phase, the consultant will support consultations on policy options, ensure inclusive participation—particularly of vulnerable groups—and provide context-specific inputs on feasibility.
The consultant will also assist in refining policy priorities, drafting consultation summaries, and supporting validation and presentation of results.
The assignment aims to ensure a participatory, context-appropriate policy development process grounded in Iraq’s institutional and socio-economic context.
