State Institution "Projects Implementation Center for Tajikistan Digital Foundations" of the Executive Office of the President of the Republic of Tajikistan is implementing Tajikistan Digital Foundation Project (thereafter referred to as Project) co-financed by the World Bank and the Swiss Agency for Development and Cooperation (SDC).
The objective of the Project is to improve the delivery of digitally-enabled public services and to enhance the digital skills of the population. The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows:
Component 1. Strengthening Foundations for Safe Digital Government Systems and Services.
Component 2. Enhancing Digital Skills.
To support the implementation of the planned activities the PIC EOP intends to hire Software Developer - Unified Public Services Portal
The objective of the assignment is to engage one Individual Consultant, acting as Senior Software Developer, to participate in and support the technical digitalization of public services on the Public Services Portal of AIDT, including the technical implementation of at least ten (10) AIDT-approved public services within the assignment period, on the basis of requirements approved by AIDT. Specifically, the Consultant shall:
• Implement the approved public services on the Portal and support related APIs where required;
• Configure and develop the related service forms, workflows, business rules, statuses, roles, notifications, APIs and integrations;
• Provide multilingual support, at a minimum in Tajik and Russian, and in English where required;
• Provide testing support, technical documentation, source code handover and knowledge transfer to AIDT.
This assignment does not include the general redesign, modernization, rebranding, or redevelopment of the Portal.

Qualification requirements for candidates are as follow:
- A university degree in Computer Science, Software Engineering, Information and Communication Technology, or a related field; equivalent professional experience may be considered where duly justified;
- At least five (5) years of professional software development experience, including work with existing operational systems and not only with greenfield development;
- Strong practical experience with at least two of the following: C#/.NET, JAVA, Go, TypeScript, NestJS/Node.js;
- Experience with REST APIs, relational databases (PostgreSQL and/or Microsoft SQL Server), Git, Docker, and Linux server environments;
- Experience implementing integrations using REST/SOAP/JSON/XML; experience with X-Road or a similar interoperability platform is an advantage;
- Understanding of secure coding practices, role-based access control (RBAC), audit logs, secure file upload, and personal data protection;
- Ability to prepare clear technical documentation and to work effectively with government and project counterparts;
- Ability to read technical documentation in English and to prepare basic technical notes in English; Russian is highly desirable; Tajik is an advantage.
State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
