Courses supporting adaptation INFORMATION ABOUT THE CONTRACTING ENTITY
The customer is Invalidiliitto ry (hereinafter: Invalidiliitto). The customer's core task is to plan and implement courses supporting adaptation. The courses are intended for adults with physical disabilities or rare diseases and their relatives. Some of the course participants have limitations in their physical functional capacity, which is why they use various assistive devices, including walkers, wheelchairs, electric wheelchairs, communication aids, or other similar assistive devices.

The customer's area of operation is the whole of Finland. The locations for organizing courses are selected based on the needs of those with illnesses and their relatives, ensuring that the journey to the course location is not unreasonably long and that the course locations are accessible.

BACKGROUND OF THE PROCUREMENT
The customer intends to find one or more service providers from different parts of Finland to be responsible for the implementation of the courses and/or catering, facility, and accommodation services. Some courses will be implemented in cooperation with an employee of Invalidiliitto ry.

DESCRIPTION OF THE TARGET STATE
The customer aims to procure skilled operators and accessible facilities suitable for the requested course type. The service requires efficiency, high-quality customer service, and smooth cooperation between the service provider and the customer.

SERVICE TO BE PROCURED
The organization of courses will be funded by state grants awarded by the Centre for Grants for Social and Health Organizations (STEA). The scope and quantity of the service to be procured are based on the amount of state grant to be awarded. This tender request uses the targeted state grant allocated for 2026 as the state grant level. The amount of state grant to be awarded will be confirmed in early 2027.

The purpose of the service is to implement adaptation support courses for people with physical disabilities in cooperation with a multidisciplinary team, as well as providing facility, catering, and accommodation services (Courses A).

Tender request for Course Type B: includes facility, catering, and accommodation services, as well as course guidance and online work in cooperation with an employee of Invalidiliitto ry.

Tender requests for Course Types C, D, and E include facility, catering, and accommodation services. Invalidiliitto ry is responsible for the guidance and staffing of these courses.

The required facilities must be accessible. Minimum requirements will be set for the services, which are described in the course description for the respective course (Appendices 1A-1E). Invalidiliitto is responsible for the marketing of the courses and the recruitment of course participants.
The service provider may offer services for only a part of the requested course types and regions. The service to be procured is requested as follows: COURSE TYPE and REGION. Please note that different regions are defined for different course types.

The procurement is divided into sub-sections by course according to the adaptation support course implementation region A-E. The course implementation regions are defined by the NUTS codes in the National Procurement Notice (NUTS 2024). The course-specific requirements are described in the course descriptions (Appendices 1A-1E).

Tenders for Courses A1 and A2 are requested for the following regions:

B. Courses supporting adaptation including online work
B1. For people with physical disabilities, chronic or rare diseases, and their relatives
B2. For people with mild physical disabilities, chronic or rare diseases, and their relatives.

C. Courses supporting adaptation for couples, 2–3 courses/year. Course duration 3+4 days. (Thursday/Friday-Sunday)

D. Courses supporting adaptation for families, 2–3 courses/year. Course duration 4 days.
E. Adaptation support courses for target groups, 2–3 courses/year. Course duration 4/8 days.
