The Government of the Republic of Madagascar has received financing from the World Bank to cover the cost of the Digital and Energy Connectivity for Inclusion in Madagascar Project (DECIM Project) and intends to apply part of the proceeds of this credit to payments for the following contract: Recruitment of an Information and Communication Technology (ICT) Specialist Consultant for the DECIM Project Coordination Unit.
The consultant services ('the Services') consist of: supporting the Project Coordination Unit in the preparation, coordination, implementation, technical monitoring, and quality control of digital governance and digital transformation activities integrated into the Project.
The contract duration is until the end of the project (March 31, 2028), approximately eighteen (18) months, including a firm tranche of 12 months followed by a conditional tranche based on a satisfactory performance evaluation of the Consultant and the World Bank's no-objection. A probationary period of six months is included in the firm tranche.
The position is based in Antananarivo within the DECIM PCU, with occasional travel to the project intervention areas.
The Information and Communication Technology (ICT) Specialist Consultant will work full-time at the DECIM PCU premises.

The DECIM Project Coordination Unit hereby invites individual consultants ('Consultants') to express their interest in providing the Services. Interested Consultants must be able to provide information demonstrating that they possess the following profile:
Required Qualifications
- University degree at Bac+5 level in computer science, information systems, telecommunications, engineering, digital transformation, digital governance, innovation management, project management, public administration, or a field relevant to the assignment;
- At least five (5) years of general professional experience in the digital sector, telecommunications, information systems, or digital transformation, acquired notably within public administrations, companies in the digital or telecommunications sector, consulting firms, international institutions, development projects, or comparable organizations;
- At least three (3) years of specific experience in managing digital transformation projects, digital governance, or digital public services;
- Good understanding of the principles and challenges related to digital identity, interoperability, data governance, cybersecurity, and personal data protection;
- Proven mastery of the value chain for digital transformation projects, from solution design to quality control of applications, platforms, and infrastructure;
- Proven knowledge of the context and challenges of the digital development sector and/or the energy sector in Madagascar;
- Experience in at least one project financed by the World Bank or another technical and financial partner;
- Knowledge of World Bank procurement processes;
