Sale of electricity to the facilities of the Silesian University of Technology

1. 1. The subject of the order is the sale of electricity to the facilities of the Silesian University of Technology with a total estimated volume of W of 5380 MWh, covering 6 months (July – December 2026), including the option to increase the contract price and/or increase the volume of W up to a maximum of 11800 MWh or/and extend the contract performance period, up to a maximum of 12 months (in total). 2. Information on electronic communication methods used by the Contracting Authority to communicate with Contractors and information on technical and organizational requirements for preparing, sending, and receiving electronic correspondence: a) Communication in the procurement procedure, including submitting offers, exchanging information, and transferring documents or statements between the Contracting Authority and the Contractor, takes place using electronic communication methods, via the Silesian University of Technology Procurement Platform, hereinafter referred to as the "Platform" or "System": https://polsl.ezamawiajacy.pl/app/login or e-mail in the @polsl.pl domain, with the reservation that submitting offers takes place exclusively via the Platform. b) The use of the Procurement Platform by the Contractor is free of charge. The Platform contains a "Knowledge Base" tab with instructions for Contractors. c) The Contracting Authority informs that in case of any doubts related to the rules of using the Platform, the Contractor should contact the provider of this IT solution at tel. no. +48 22 257 22 23 (helpline available on weekdays, from 9:00 AM to 5:00 PM), e-mail: oneplace@marketplanet.pl d) The Contracting Authority specifies the necessary hardware and software requirements enabling work on the Procurement Platform, i.e.: - constant access to the Internet with a guaranteed bandwidth of not less than 512 kb/s; - a PC or MAC computer meeting the requirements of the installed operating system and the requirements of the web browser used; - any web browser installed in a version supported by the manufacturer supporting TLS 1.2; - Acrobat Reader program installed or another program supporting files in .pdf format. e) The Contracting Authority specifies information on data encoding and reception time: a file attached by the Contractor to the Procurement Platform and saved is visible in the System as encrypted – UTF8 encoding format. The file can only be opened after decryption by the Contracting Authority after the offer opening deadline. f) The time of data reception by the Platform is indicated by the date and exact time (hh:mm:ss) generated according to the local server time synchronized with an appropriate time source. g) Statements, requests, notifications, or information received by the Contracting Authority via the Platform are considered submitted on time if their legible content reaches the Contracting Authority before the deadline. The date of receipt of statements, requests, notifications, and information is considered the date they are received on the Platform. h) The deadline for submitting an offer is determined by the time of full transaction processing on the Platform. i) The maximum size of files transferred via the Procurement Platform is up to 2 GB. j) The Contracting Authority specifies the acceptable format of electronic signature as: - documents in .pdf format are recommended to be signed in PAdES format; - signing documents in a format other than .pdf is permitted, in which case a separate file with the signature will be required; therefore, the Contractor will be obliged to attach, in addition to the signed document, a separate file with the signature. k) The Contractor may also send the aforementioned notification, document, or statement (excluding the offer) to the Contracting Authority's e-mail address. When sending the aforementioned notification, document, or statement, the Contractor requests confirmation of delivery. The date of sending the notification, document, or statement is considered the date of receipt of confirmation of delivery of the message containing the aforementioned files/attachments...
