City of Ingelfingen - Service concession in operator model for the operation of a Gigabit network according to Gigabit Directive 2.0

The City of Ingelfingen plans the construction and operation of a Gigabit network in the municipal area within the framework of the so-called "operator model" with the aim of eliminating existing underserved areas. The subsidized connections will be built by the city and will likely be made available to the bidder who emerges as the winner of this tender until 2029. Approximately 800 subsidized addresses are expected to be developed and handed over for operation. The essential basis of the procedure are the "Framework Regulation of the Federal Republic of Germany for the Support of the Nationwide Development of Gigabit Networks in 'Grey Spots'" of 13.11.2020 (hereinafter "GigabitRR"), the Directive "Funding to Support the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany" of 31.03.2023 (hereinafter GigabitRL 2.0), and the Communication of the European Union "EU Guidelines on the Application of State Aid Rules in Relation to the Rapid Roll-out of Broadband Networks" of 26.01.2013 (2013/C 25/01). The tendered addresses in the development area are, based on the results of the market exploration, eligible underserved addresses within the meaning of GigabitRL 2.0. For this reason, a Gigabit network is to be built in these underserved areas on the basis of this selection procedure as a technology-neutral network designation (network with a broadband supply of at least 1 Gbit/s symmetrical for all end-users of the tendered addresses).
