City Center Essen - Intensive care of tree pits 2025-2027

The intensive care of roadside greenery (tree pits) in the city center will be carried out over the area shown in the appendix. Larger areas of FB 67 such as Waldthausenpark or playground areas such as Hirschlandplatz are not included here. Maintenance includes hoeing, weeding, and cleaning tree bases and small areas under 10 m2 once a week, partly in the pedestrian zone. The areas are cleared of weeds, leaves, etc. Furthermore, trash is collected and disposed of from planting areas (3 times a week). The service period extends from the beginning of 2025 to the end of December 2027. The mentioned weekly services are average values and are adjusted in summer to the intensity of use and thus more frequent, and extended in winter. Watering services are also included. From the beginning of April to the end of September, 305 individual plants are watered 1-2 times a week. This is adjusted in summer to the respective site conditions. Shadier areas are watered less frequently, sunny areas more frequently. On Kennedyplatz in the city center, a total of 27 tree pits with individual sizes of 2.9-4.0 m2 are to be planted with summer flowers (see photos of yellow and blue planting concept) and maintained and watered during the summer. When planting the tree pits, approximately two-thirds of the specified quantities per item (plant species) will be used initially. One-third of the plants is to be used for reordering due to losses from vandalism, etc. The resulting additional effort must be included in the unit prices and will not be compensated separately. When carrying out the work, it must be taken into account that work can be carried out predominantly by hand and without the use of machinery. This difficulty must be included in the corresponding unit prices and will not be compensated separately. Damage to trees, including the root area, caused by the contractor during execution will be at the contractor's expense and must be reported immediately. In the event of damage to trees, plantings, and vegetation areas, a publicly appointed expert may be called in at the contractor's expense to determine damages using the replacement value method. Kennedyplatz can be accessed by vehicles and machines up to 7.5 t total weight. Since the entire square is a pedestrian zone, special consideration must be given to pedestrians. Material storage areas can be provided by the responsible site management. These must be secured by the contractor on their own responsibility. On weekdays until 11 a.m., no permit is required to drive into the pedestrian zone and Kennedyplatz, provided there are valid reasons. Maintenance should therefore be carried out during this time as much as possible. The tendered services are awarded for three years, meaning that if the services are performed satisfactorily in the first year of commissioning, a follow-up order will be placed for the following year without a new tender procedure, and similarly in the third year. Commissioning is done annually. There is a mutual right of termination until October 31 of each calendar year for the following contract years. Terminations must be in writing and must be received by the responsible case worker no later than the aforementioned date.
