Urban Redevelopment Management (SUM) Schönefeld 2027-2028

The City of Leipzig, the Office for Housing and Urban Renewal, intends to implement urban redevelopment measures and, based on the regulation in No. 9.2 FRL Urban Redevelopment of 07.03.2022 (SächsABl. 2022 No. 12, p. 361), to establish urban redevelopment management in the Schönefeld redevelopment area for the period 01.01.2027 to 31.12.2028. The commissioning for the entire period is subject to budgetary approval; there is no legal entitlement to the transfer of services. The tender is aimed at freelancers, associations, non-profit initiatives, or commercially active individuals who offer comparable services on the market. The employment of individuals in positions funded by the employment agency or through federal voluntary service is excluded for the performance of the tasks. The services to be awarded are services that are provided within the scope of freelance work or offered in competition with freelancers, and whose subject matter is a task that cannot be clearly and exhaustively described in advance. The service is to be classified in the sub-threshold range. Preliminary remarks on urban redevelopment management in the Schönefeld redevelopment area: Based on the Integrated Urban District Development Concept Schönefeld (STEK Schönefeld) and the "Urban Redevelopment East Funding Area Concept", the City of Leipzig has created instruments for urban district development that, based on a broad civic and stakeholder participation process, provide needs-oriented impulses for the future development of Schönefeld in order to make the disadvantaged district future-proof and livable. The urban redevelopment management is primarily intended to assist in the preparation and implementation of urban redevelopment measures, thus accompanying the urban redevelopment process on-site as an intermediary between residents, property owners, social and cultural organizations, other district stakeholders, and the city administration, while supporting the balancing of interests between these groups. The following five task packages cover the advertised scope of services: 1. Consolidation and continuation of an effective advisory, participation, and implementation structure 2. Participation in the preparation and implementation of urban redevelopment measures 3. Organization of the revolving fund 4. Program-related public relations 5. Proof of experience with federal-state urban development funding programs, funding area management, and moderation and participation (comparable services in the last 5 years with service period and client) 4.
