Východoslovenská vodárenská sústava, pre ktorú zabezpečuje pitnú vodu predmetná úpravňa vody Stakčín z Vodárenskej nádrže Starina, zásobuje rozhodujúce časti okresov Humenné, Snina, Vranov nad Topľou, Prešov, Svidník a Stropkov v Prešovskom kraji a tiež okresy Michalovce, Trebišov, Košice – mesto a Košice –okolie v Košickom kraji. V roku 2014 bolo z vodovodných systémov Východoslovenskej vodárenskej sústavy zásobovaných 934 402 obyvateľov. V nasledujúcich rokoch sa očakáva podstatné zintenzívnenie rozvoja verejných vodovodov na území v správe VVS, a.s. Košice v dôsledku realizácie vodohospodárskych stavieb s pomocou finančných prostriedkov EÚ. Stavba rieši zásadnú rekonštrukciu a intenzifikáciu úpravne vody s cieľom realizovať radikálne zmeny na technologickom zariadení, ktoré si vyžadujú zmeny aj v stavebných konštrukciách počas plnej prevádzky diela.
