Description
The Strategic Advocacy Facility is a strategic Action Readiness instrument within ESA's Earth Action framework that enables the translation of EO innovation, science and applications into sustained operational uptake and impact, particularly within the impact finance ecosystem of International Financial Institutions, climate and environmental funds, and developing-country stakeholders. The Facility combines programme-level impact measurement and evidence generation, strategic partnership engagement, institutional advisorysupport, country-level uptake assessment, strategic intelligence, advocacy and communication within a single integrated framework. Building on the legacy and assets of the Global Development Assistance (GDA) programme, it establishes a common Theory of Change, monitoring and evaluation system, stakeholder engagement architecture and learning framework for Earth Action, while creating feedbackloops between implementation, partnerships, communication, programme governance and future RD investments. Through interconnected task setup, the Facility acts as a cross-cutting enabler that strengthens EO adoption, supports partner alignment, captures and communicates evidence of impact, and ensures that Earth Action activities can be scaled, mainstreamed and translated into long-term societal, environmental and development outcomes.
