The WCB of Manitoba is inviting your firm to submit a Proposal for the following: strategic consulting services.Description of ServicesThe objectives of this engagement include, but are not limited to:•Supporting informed, evidence-based decision-making by senior leadership•Developing or updating corporate, program, or functional strategies•Developing Target Operating Models (TOMs)•Translating strategic direction into practical and implementable plans•Improving organizational effectiveness, service delivery, and outcomes for WCB clients•Strengthening internal capabilities related to strategy, planning, and execution•Supporting the WCB with implementation activitiesThe Vendor will provide the following services:a. Strategic Assessment and Environmental Scan▪Conduct assessments of current-state performance, capacity, and maturity▪Undertake environmental scans including but not restricted to policy, legislative, socio-economic, and demographic factors▪Analyze trends, risks, and opportunities▪Assess alignment with government priorities, legislation, and accountability frameworksb. Strategy development and Alignment▪Support development, refinement, or validation of organizational strategies▪Facilitate strategic discussions with executive leadership and the WCB Board of Directors▪Support evaluation of strategic options and trade-offs for both operational and support areas▪Develop Enterprise and/or Functional Target Operating modelsc. Strategic Planning and Road mapping▪Translate strategic direction into operationally feasible, time-bound plans▪Develop roadmaps that account for resources, dependencies, and risks▪Develop training strategies and support their implementation▪Support the implementation of strategic initiativesd. Program, Service, and Transformation Support▪Support modernization or transformation initiatives▪Assess and redesign programs or services▪Identify opportunities to improve efficiency, effectiveness, or equity of service delivery▪Support business case development and investment planninge.Analytics, Performance Measurement, and Reporting▪Develop or refine performance measurement frameworks▪Define outcome-based indicators aligned with new strategies▪Support data analysis, modeling, and scenario planning▪Conduct program evaluationsf. Stakeholder Engagement and Facilitation▪Design and facilitate workshops, consultations, and working sessions▪Support engagement with internal and external stakeholders, where applicableThe Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.The WCB requires the Contractor to supply X resource on a full-time basis [thirty-six and a quarter (36.25) hours per week].The Vendor must have experience and knowledge with the following:a.Performing strategic assessment and environmental scansb.Strategy developmentc.Strategy execution planning and road mappingd.Strategy performance evaluation frameworkse.Conducting engagement and facilitation sessionsThe Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.The WCB requires the Successful Vendor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Vendor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.The Contractor shall not change or replace the resources deployed to provide the Services without the prior written approval of the WCB, which approval will not be unreasonably withheld. The Contractor shall be fully responsible for the acts and omissions of all assigned resources throughout the term of the Services. Any replacement resource approved by WCB under any Statement of Work (SOW) shall possess comparable qualifications and experience that are at least equivalent to or greater than those of the resource being replaced.The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.It is expected the Services will be required for an initial period of three 3 years with a preferred start date of August 17, 2026. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for 2 years.The Services will be structured with an Agreement that will require the parties to enter into subsequent Statements of Work (collectively the "SOWs").The Services shall be requested by the WCB on an "as needed" basis. WCB makes no representation to guarantee any minimum amount of work to be assigned to the Contractor via the SOWs. For greater certainty, the WCB reserves the right, at its sole discretion, to procure services that are similar to or the same as the Services from other vendors, including through competitive procurement processes. Nothing in this RFP, the resulting Agreement or applicable SOWs shall be construed as granting the Contractor any right of exclusivity.The full scope of work for the Services cannot be determined by the parties at the time the Agreement is executed because it is anticipated the WCB's needs and priorities will evolve as different components of the Services are completed and further information is collected. The Parties shall mutually agree upon the distinct scopes of work for the Services, including the applicable fees, deliverables, and completion dates for same, in writing, via SOWs, prior to commencing work on such new components.
