Assignment Title: Strengthening Croatian Business Associations as SME Training Providers through ToT training program design and delivery

ASSIGNMENT DESCRIPTION
IFC and Ministry of Entrepreneurship and Crafts Croatia are partnering in enhancing capacity of business associations in the country to provide additional SME services and training programs. For this reason, IFC is seeking a vendor to help design and deliver hybrid ToT program in Croatian for business associations for
Strengthening Croatian Business Associations as SME Training Providers.
It builds on findings from IFC's April 2026 survey of 11 Croatian business associations, which confirmed strong institutional interest alongside capability gaps in trainer skills, curriculum design, digital delivery, and diagnostic tools (to be provided to interested vendors during RfP stage).
This program aims to equip staff and leaders of Croatian business associations and chambers to become confident, capable providers of training services to SMEs.
The program will combine six focused online learning weeks (one training per week)with a culminating one-day face-to-face workshop and certificate ceremony. This will be followed by a study tour to EU member state.

Target Participants for the training program: Business Association program and member-services staff who will deliver or manage training for SME members.

Group Size: 40participants.

Duration: 6online learning weeks + 1 F2F day + study tour

Delivery Language: Croatian (with English reference materials)
Vendor is responsible for:
1.
Designing detailed Curricula and Training program as apart of technical proposal
2.
Fully preparing, implementing and delivery of training program in Croatian, including giving participants self paced homework, checking deliverables and providing feedback to participants. Vendor should provide training materials to participants in Croatian in advance of the training so that they have time to prepare for each week’s training.
3.
Keeping online engagement with participants throughout the training delivery, responding to questions and tailoring deliverables to participants.
4.
Preparing agenda for 1-1 workshop, implementing and running the workshop, as well as reviewing tailored action plan and providing feedback to participants of the action plan. Vendor should confirm which participants are eligible for certification.
5.
Setting up peer learning what's up networking group and agreeing with each participant 30-day targeted learning goal, following through implementation of individual learning goals and reporting back on each participant learning goal in 30 days.
6.
Responsible for reaching out to all associations incoordination with IFC to ensure participation at the training, F2F workshop and study tour
7.
Responsible for reaching out to potential hosts for Study tour and securing study tour, agreeing on the detailed agenda and running the study tour.
8.
Within two weeks of returning, the study tour group will present a Study Tour Findings Report (15–20 minutes) to all 40 program participants in a dedicated online session. The report will highlight transferable models, recommended pilots, and any peer relationships established with host institutions. Vendor will review this deliverable and provide comments for participants for correction and final completion.

The World Bank Group invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
