Description

Agency: IOM | Reference: CEI-ET10/BRMM /LM0608/2026 | Type: Request for EOI

Under the BRMM project IOM Ethiopia, in collaboration with the Ministry of Labour and Skills (MoLS), Regional Labour and Skills Bureaus (BoLS), Technical and Vocational Training (TVT) institutions, and other stakeholders, is implementing integrated interventions aimed at strengthening labour migration governance, enhancing youth employment opportunities, and promoting sustainable reintegration and economic inclusion pathways for returnees and migration-prone communities.

The interventions seek to strengthen the institutional capacity and operational readiness of Job Centres and TVT institutions to deliver integrated employment, entrepreneurship, and labour migration services.

Through this initiative, IOM also aims to support the rollout and institutionalization of the Youth Business Incubator (YBI) model in the national youth entrepreneurship programs, in partnership with the Ministry of Labour and Skills (MoLS) and relevant public and private sector actors.

The purpose of this CEI is therefore to engage qualified partners capable of supporting the delivery of employment promotion, entrepreneurship development, labour market integration, and business incubation interventions that complement and strengthen existing government-led employment systems and Job center services.
