Summary, purpose and background of the project 2.1 Urban Climate Action Programme (UCAP) Climate Action Implementation (CAI) programme phase 2 From 2022 to 2026, the Urban Climate Action Programme (UCAP) Climate Action Implementation (CAI) programme provided tailored technical assistance and capacity building to support city-led projects to develop low-emission public transport systems, sustainable urban mobility planning, sustainable waste management, renewables and energy efficiency in buildings, climate smart buildings codes, and incorporate climate action into city governance, planning and decision-making structures. Phase 2 of this programme will run from April 2026 to March 2027 and will aim to accelerate the efforts and progress made in two Africa cities, Addis Ababa and Nairobi, focusing on advancing on the UCAP CAI energy actions, implementing a programme on climate resilience and collaborating on urban climate action with the British High Commissions / Embassies. Request for Proposals: Strengthening Urban Climate Resilience through Climate Risk Assessment and Community Action in 1 Addis Ababa 2.2 Project Overview Addis Ababa faces increasing threats from river and flash flooding, alongside rising temperatures. While city-level plans exist, there is often a gap between municipal strategy and neighbourhood-level action. Vulnerability is compounded when communities lack the formal mechanisms to: ● Identify local risks before they become disasters. ● Communicate effectively with city officials during emergencies. ● Identify strategies and actions that will improve community resilience. ● Identify strategies to maintain / improve local infrastructure to mitigate flood & heat risks and ensure sustainable access to services, particularly affecting communities and vulnerable populations. The project is designed to protect vulnerable urban communities from escalating risks like flash flooding, river flooding and heat stress. Recognising a gap between top-down municipal strategies and neighbourhood realities, the project will partner directly with local Community Care Coalitions (CCCs) to co-create tailored, grassroots solutions. Through participatory hazard mapping, science-based risk assessments, community-led disaster risk reduction (DRR) awareness and training, and the establishment of direct communication channels with city officials, the project intends to shift communities from passive beneficiaries to active co-designers of their own climate resilience. The project aims to build a scalable model that will eventually be embedded into Addis Ababa’s permanent administrative structures. 2.3 Project objectives ● Develop a city-wide Climate Change Risk Assessment (CCRA): based on publicly available country and city level data, synthesising & analysing city hazards, impacts & risk. This will be guided by the C40 CCRA Guidance. ● Conduct a community level climate risk and hazard assessment: Identify priority current & future hazards, risks and vulnerabilities in selected communities through participatory engagement approaches. This will focus on priority communities identified through the city’s risk assessment. ● Co-develop Emergency Plans: Create neighbourhood-specific climate resilience plans alongside residents, aiming to identify actions that will reduce risk and build resilience. ● Build Local Capacity: Train Community Care Coalitions (CCCs) to respond to and cope with shocks with support from the City government. ● Strengthen Communication: Establish clear communication strategies between communities and the City Government. ● Improve coordination and community resilience: by reinforc
