Ministrstvo za okolje podnebje in energijo (MOPE) je pristojno za cilje in ukrepe energetske učinkovitosti in spodbujanje rabe obnovljivih virov v javnem sektorju, ki so opredeljeni v Direktivi (EU) 2023/1791 o energetski učinkovitosti in Direktivi (EU) 2024/1275 o energetski učinkovitosti stavb. Zaradi novih obveznosti za javni sektor in učinkovito realizacijo ukrepov, je potreben sprejem novih posodobljenih podzakonskih aktov, za kar je potrebna priprava strokovnih podlag in priprava osnutkov podzakonskih predpisov: - Pravilnik o letnem zmanjševanju rabe končne energije, o obvezni prenovi in popisu stavb ter o izračunu emisij v življenjskem ciklu pri oceni naložb oseb javnega sektorja (v nadaljevanju Pravilnik); - prenovljena Uredba o upravljanju z energijo v javnem sektorju (Uradni list RS, št. 52/16, 116/20 in 158/20 – ZURE), (v nadaljevanju Uredba). Za učinkovito implementacijo zakonodajnih predlogov izvajalec organizira tudi zaključno hibridno izobraževanje in naredi publikacijo (A4 zloženka) za osebe javnega sektorja o teh vsebinah.
