Suomenlinna C52-C53 Renovation and Modification Works General Contract The Finnish Heritage Agency, Suomenlinna Management Unit ("Procurement Unit") is tendering for the renovation and modification works of the Suomenlinna buildings C53 Officer's Club and C52 Kurtiinitalo / Bastioni Bielke (the "Contract") in accordance with this request for proposals and its appendices. Suomenlinna is a UNESCO World Heritage Site and a nationally significant built cultural environment. On January 25, 2022, the Ministry of the Environment confirmed the decision of the Uusimaa Centre for Economic Development, Transport and the Environment to protect Suomenlinna under the Act on the Protection of Built Heritage. The Officer's Club building C53 is classified as S1 in the protection classification. The renovations and modifications must be based on sufficient investigations of the site's history, characteristics, and condition. Structural and material solutions must be suitable for the historical characteristics of the buildings. The measures must be preservative, restorative, or otherwise compatible with the characteristics of the sites. The competent heritage experts of the Finnish Heritage Agency will be consulted on modifications and renovation works as specified in the tender documents. Building C53 is Finland's oldest building originally built as an officers' club, and its purpose has remained the same. C52 Kurtiinitalo and Bastioni Bielke are protected buildings from the 18th-century construction phases, which are now mainly used for residential purposes and for facilities related to the evacuation arrangements of C53. The buildings are owned by the State of Finland and managed by the Finnish Heritage Agency's Suomenlinna Management Unit. The contract concerns the implementation of the 3rd phase works according to the building permit for the C53 Officer's Club in two separately defined construction phases. The aim of the third phase renovation and modification works of the C53 Officer's Club is to promote the realization of the whole according to the building permit and to improve the building's evacuation arrangements, fire and personal safety, the functionality of gravity ventilation, and the conditions for use as a gathering space. The works include structural, construction, HVAC, and electrical modification works, as well as surface treatment and protection works in the contract areas in accordance with the tender documents. A building permit LP-091-2024-04047 has been granted for the project. PHASE 1 – Construction Phase 1 comprises the works to be carried out during 2026 (preliminary contract period 1.10.–31.12.2026). The works are limited so that the use of the Officer's Club's function rooms is not interrupted. Other use of the building and residential use of C52 will continue during the contract to the extent specified in the tender documents. The works for contract phase 1 during 2026 are marked in the plans and Appendix 4. PHASE 2 – Construction Phase 2 comprises the remaining works required by the building permit and the use as a gathering space. The implementation of the construction phase requires a subsequent shutdown of use, confirmation of funding, and a separate written order decision from the Procurement Unit. The works to be carried out later in construction phase 2 are marked in the plans with the notation “not included in the 2026 contract phase / later phase” or a similar limitation. The detailed content of the construction phases and the boundaries between them are defined in Appendix 4 "Contract Content of Construction Phases 1 and 2 / Phasing and Limitation Appendix" and other calculation documents. The tenderer must provide a separate tender price for each construction phase. Partial tenders or alternative tenders are not accepted. The tenderer must offer both construction phases. The contract form is a fixed-price general contract. The basis for the contract are the plans prepared by the designers hired by the client. The general conditions for building contracts YSE 1998 will be followed in the contract with the clarifications and exceptions presented in the tender documents. The main contractor is responsible for the entire contract and acts as the principal contractor as defined by legislation. The main contractor must name a responsible site manager for the project in their tender, who has the qualifications acceptable to the building supervision authority for the complexity of the task or equivalent reliable proof of eligibility. The contractor for construction works will act as the main contractor and principal contractor. The main contractor may carry out the building services works themselves or use subcontractors for their implementation. Building services subcontractors used by the main contractor must be approved by the client before commencing the respective works. The tenderer must familiarize themselves with all calculation documents and take into account the phasing in accordance with the request for proposals, contract program, contract boundary appendix, phasing and limitation appendix, and plans in their tender. The contract calculation material is available through the link provided in the procurement notice. The material is organized into subfolders according to design disciplines. All contract calculation documents made available through the link at the time of the publication of the request for proposals are part of the request for proposals. Clarifications made during the procurement procedure will be announced in the Tarjouspalvelu supplier portal. The tenderer is responsible for ensuring that they have taken into account all clarifications published by the deadline in their tender.
