Direct procurement notice: Piece goods automation Industry 4.0 system

Ammattiopisto Gradian sähköala is procuring a piece goods automation system for educational use as a direct procurement, in accordance with the 2026 investment plan. The investment procurement includes the Festo MPS 403-1 IIoT system with its system software and the mobile robot Robotino. A maximum of €105,000 (VAT 0%) has been allocated for this investment. At the same time, licenses for the LX learning portal, which is part of this system, will be acquired. The licenses will be procured from the operating budget of the electrical field. The procurement law applies to this procurement, as the value of the procurement exceeds the national threshold of €60,000 (VAT 0%). The piece goods automation system to be procured consists of several integrated stations and software that form a modern system suitable for teaching production automation. The procurement is related to the expansion and completion of an existing system, where technical compatibility is essential to maintain the system's functionality. The selected MPS 403-1 IIoT system for automation training equipment consists of three basic stations: Distributing Pro, Joining, and Sorting inline. As a whole, the equipment is suitable for teaching various aspects of modern production automation. The stations are connected to a unified MES production control system, equipped with RFID read/write devices and intelligent IO-Link-based sensors, which together form an autonomous system. The system includes its own computer with the FactoryViews main software and MES production control installed. The software package includes the FactoryViews main software, MES production control, Webshop application, ML (machine learning) application software, and AR (augmented reality) application for visualizing and illustrating components and processes. The mobile robot Robotino included in the procurement acts as a logistics robot between the MPS stations, transporting workpieces between stations according to the desired work cycle, and can also be used as a standalone mobile robot. The mobile robot Robotino enables teaching the basics of mobile robotics, autonomous navigation, 360-degree drive system (omnidirectional drive), and standard IEC 61131 control programming in a real production environment. The mobile robot Robotino can also be utilized in information and communication technology education due to its programmability and usability. The digital LX learning portal, in turn, includes station-specific and system-level courses, exercises, and assessment options for this specific equipment. Grounds for direct procurement: Technical reasons and compatibility (Section 40, Paragraph 2, Clause 2 of the Procurement Act). According to the Procurement Act, direct procurement is permitted when the procurement requires special technical compatibility and no reasonable alternative solutions are available. In this procurement: - The MPS 403-1 IIoT system to be procured is tied to Festo's own software and production control environment (FactoryViews and MES). - The mobile robot Robotino is designed to work specifically with these MPS stations as part of the same system. - The digital LX learning environment and its associated educational content are tied to this hardware and software package. Choosing equipment or software from another manufacturer would require redesigning the software, interface, and integration structures of the entire system. This would mean a substantial technical reconstruction of the system, and it is not a matter of higher costs for an alternative, but of technical feasibility. Assessment of alternative solutions The contracting authority has assessed the possibilities of other suppliers to carry out the procurement in a way that the existing software and learning environment could be preserved. The assessment concluded that: - There is no integrated solution available on the market that would work directly with the current Festo software and production control environment. - There is no technically compatible alternative for the digital LX learning environment. - No truly technically compatible overall solution is available. Therefore, implementing the procurement with solutions from other suppliers is not technically feasible without significant and overlapping system changes. Overall economic benefit The implementation of solutions from other suppliers would incur costs for the contracting authority, including: - design and implementation costs for new software and robot integration - acquisition and maintenance costs for a new learning environment - training needs for personnel for new systems - The procurement of the Festo system allows for the utilization of the current system and ready-made learning content without overlapping investments. Therefore, the solution is clearly the most economically advantageous. Summary of direct procurement conditions Based on the grounds presented above, Gradia has the right to carry out the procurement as a direct procurement based on Section 40, Paragraph 2, Clause 2 of the Procurement Act, because: - there is no technically compatible alternative - alternative solutions would require substantial reconstruction of the system - significant overlapping investments would be incurred Direct procurement is therefore: - compliant with the Procurement Act - objectively and technically justified - the most economically advantageous - essential for the continuity of educational activities
