Description
MOCJs Supervised Release program has shown success in ensuring appearance in court among program participants with the assistance of supervision. By the end of 2019, the program had diverted over 17,000 individuals from jail. As shown in an independent evaluation of the program released in the summer of 2020 , individuals placed in Supervised Release show return-to-court and re-arrest outcomes similar to those of individuals out on bail, with 86% making all court appearances and 88% receiving no new felony re-arrests during their tenure in the program. This RFP builds on the success of the existing Supervised Release program and seeks to enhance the supervision and services provided by (a) centering racial equity and cultural competence in service provision, staffing, and client engagement; (b) encouraging service providers to focus their practices and operations to be responsive and easily accessible to the participants they expect to serve; (c) utilizing evidence-based client engagement practices; and (d) ensuring that program plans include measures for effective implementation and continuous improvement
