CALL FOR EXPRESSIONS OF INTEREST

SUPERVISION OF THE REHABILITATION WORKS OF THE RN 3 ROAD SECTION BETWEEN MADELINE CROSSROAD AND AIRPORT CROSSROAD

1. The Government of the Republic of Haiti has received financing from the World Bank to finance the Resilient Connectivity and Urban Transport Accessibility Project (RUTAP). A portion of this financing will be used to make payments for eligible expenditures under a Consulting Services contract for the SUPERVISION OF THE REHABILITATION WORKS OF THE RN 3 ROAD SECTION BETWEEN MADELINE CROSSROAD AND AIRPORT CROSSROAD (DP-014-RUTAP/2026).

1. Without limitation, the Consultant will be responsible for carrying out the following activities:

• Ensure coordination with the MTPTC/UCE and other stakeholders;
• Participate in site meetings and prepare minutes;
• Prepare and submit periodic reports (weekly, monthly, quarterly);
• Continuously monitor and inspect the works;
• Provide professional opinions on the works, particularly by establishing a list of detected non-conformities;
• Ensure compliance with the execution schedule and propose corrective measures in case of delays;
• Supervise and validate laboratory and site tests (concrete, soil, asphalt, steel, etc.);
• Carry out measurements;
• Verify alignments and layouts in three dimensions;
• Prepare reports and calculations to attest to the conformity of the works with the plans and specifications;
• Manage and track modifications made during the works;
• Manage plans provided by the contractor;
• Recommend payment for the works;
• Recommend the acceptance of the works;
• Issue a certificate of conformity of the works;
• Document the progress of the project implementation;
• Prepare and submit all deliverables, including "As-Built" plans.

The consultant is also responsible for monitoring the environmental and social aspects of the construction site. Therefore, they must ensure that the environmental content provided for in the plans and specifications, the ESMP, and, where applicable, the erosion and sediment control plan is rigorously respected.

1. The Central Executive Unit (UCE) of the Ministry of Public Works, Transport and Communications (MTPTC) hereby invites eligible consulting firms (“Consultants”) to express their interest in providing the said Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The selection criteria are as follows:

i) Have at least ten (10) years of general experience;

ii) Have completed at least three similar assignments in the last five years.

These references must be documented (project name, client, amount, execution period, firm's role) and verifiable.

Key experts will not be evaluated at the Shortlisting stage.

1. The shortlist will comprise five (5) to eight (8) Shortlisted Firms.
2. The Consultant will be selected using the Quality and Cost-Based Selection (QCBS) method, as described in the Procurement Regulations and which will be expressly stated in the Request for Proposals.
3. Interested Consultants’ attention is drawn to Section III, paragraphs 3.13, 3.14, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers,” February 2025 [Sixth Edition] (“Procurement Regulations”), which sets forth the World Bank’s policy on conflict of interest.
4. Consultants may associate with other firms to enhance their qualifications, but they must indicate clearly whether the association is in the form of a joint venture and/or a subcontracting arrangement. In the case of a joint venture, all members of the joint venture will be jointly and severally liable for the entire contract, if selected.
