CONSULTING SERVICES FOR THE SUPERVISION OF THE CONSTRUCTION OF THE WATER TREATMENT PLANT (WTP) IN SABIÉ – PHASE II AND CROSSING OF THE INCOMATI RIVER

The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MOPHRH), has received financing from the World Bank under the Urban Water Security Program (P509890), to be implemented in the Greater Maputo Metropolitan Area and the Southern Region, and intends to apply part of the proceeds toward payments under the contract FIPAG/UWSP/CON-01/25 – Consulting Services for the Supervision of the Construction of the WTP in Sabié – Phase II and Crossing of the Incomati River.

This activity will, in part, support FIPAAS in responding to the growing demand driven by the expansion of Maputo through the provision of an additional 60,000 m³/day of potable water and the installation of water distribution infrastructure, in order to ensure access to water for an additional 378,000 people, with a focus on increasing access to treated water for residents in the Greater Maputo area.

The consulting services for this activity will essentially include assistance to FIPAAS in technical and administrative management, as well as supervision of works comprising:
(i) verification of the technical quality of all materials and equipment to be used; and
(ii) supervision of construction works, including the Defects Notification Period (DNP), to be implemented under the contract for the Construction of the WTP – Phase II and Crossing of the Incomati River.

  1. The Water Supply and Sanitation Investment and Assets Fund (FIPAAS) invites eligible firms (“Consultants”) to express their interest in providing the services. Interested Consultants must provide valid information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.).
  2. Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, 6th Edition, February 2025, setting forth the World Bank’s policy on conflict of interest.
  3. The Consultant shall be a reputable civil engineering consulting firm with a minimum of 20 years of experience in design and supervision in the water sector. The experience shall also include relevant knowledge in bridge construction and at least 10 years of experience in Sub-Saharan African countries. The Consultant must be fully familiar with World Bank procurement documents, FIDIC, and other international procedures.

  5. The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method as set out in the Procurement Regulations.
