1.The Royal Government of Bhutan (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit (hereinafter called “credit”) toward the cost of Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)-Bhutan project. The Government Technology Agency (GovTech Agency), an implementing agency of the Client, intends to apply a portion of the proceeds to eligible payments under the contract for Supply, Installation, and Commissioning of Equipment – Government Networks Core and Middle-Mile Infrastructure Enhancement.
2. The GovTech Agency now invites sealed Bids from eligible Bidders for for Supply, Installation, and Commissioning of Equipment – Government Networks Core and Middle-Mile Infrastructure Enhancement:
a. Lot-1: Supply Installation, and Commissioning of Core/Aggregation Routers, Repeater Switches, Agency Routers, Aggregation Switches and CPE
b. Lot-2: Supply, Installation, and Commissioning of DWDM System, Optical Modules, and Accessories
c. Lot-3: Supply, installation, and commissioning of GovNet server rooms at 21 sites
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
5. Interested eligible Bidders may obtain further information from Ms. Jamyang Dema, National Procurement and IT Consultant, GovTech Agency, jamyangdema@tech.gov.bt copy to tdelek@tech.gov.bt during office hours from 0900 to 1700 hours Bhutan Standard Time.
6. The bidding document (Volume I and II) in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email to the interested bidders who have submitted the written application.
7. Bidders intending to participate in this procurement shall be required to execute a Non-Disclosure Agreement (NDA) prior to the issuance of the bidding documents. This requirement is necessary to safeguard sensitive technical information, including network architecture drawings and detailed equipment specifications, ensuring that such information is used solely for the purpose of preparing responsive bids and is not disclosed to unauthorized parties. Accordingly, the complete bidding documents shall be made available only to those bidders who have duly signed and submitted the NDA. The NDA template signed by the purchaser will be made available on tech.gov.bt for interested eligible bidders to submit it along with the written application as specified above. The NDA must be signed by an authorized representative and affix company’s official seal.
8. Bids must be delivered to the address GovTech Agency, Thori Lam, Upper Chubachu, Thimphu, Bhutan by 1500 Hours (Bhutan Standard Time) (GMT+6 Hours) on or before August 10, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below: GovTech Agency, Thori Lam, Upper Chubachu, Thimphu, Bhutan on Bhutan by 1530 Hours (Bhutan Standard Time) (GMT+6 Hours) on or before August 10, 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
9. All Bids must be accompanied by a Bid Security of the following amount in USD or an equivalent amount in any freely convertible currency: US$30,000 or equivalent for Lo1, US$30,000 or equivalent for Lot 2, and US$4,000 or equivalent for Lot 3.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
