Description

Eligibility is extended to countries that are not members of the Caribbean Development Bank. Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website. Firms whether applying individually or in the form of a Joint Venture, shall: be legally incorporated or otherwise organised in, and have their principal place of business in an Eligible Country; Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.  Qualification requirements include, inter alia: Registered address of Proof of Principle place of Business Manufacturer’s Authorization and Supplier’s warranty certificate Must have a proven history in the Caribbean, Bidder to Submit letters from at least 3 customers within the region Must have technical support locally and or within the Caribbean Region Provide a local or regional agent or supplier for parts and repairs. Pro forma Balance sheets, income and expenditure statements, cash flow statements for at least three financial years Documentary evidence on experience and technical capacity to satisfactorily complete requirements by providing at least two similar contracts delivered within the last five years. Bidding and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective supplier’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation. Bid documents will be available for first inspection at the first address below, fromThursday 30th April 2026.Bid Documents shall be made available via the Saint Lucia Electronic Government Procurement portal (e-GP):https://in-tendhost.co.uk/goslprocurement/aspx/Home. All submissions shall be made via the portal and for the purpose of clarification, the electronic mail address ishomeaffairs@gosl.gov.lc. Applicants are required to be registered on the (e-GP) and are expected to submit before the notifieddeadline, June 16, 2026,as the GOSL or the Ministry of Home Affairs, Crime Prevention, Conflict Resolution and Persons with Disabilities under no circumstance will be held responsible for late or unresponsive submissions.
