- The Government of Mongolia has received financing from the World Bank toward the cost of the Smart Government-2 project and intends to apply part of the proceeds toward payments under the contract for the Hardware, Software and System for Public Cyber Security Incident Response Team (PCSIRT), that comprises of two lots.
- The Ministry of Digital Development, Innovation, and Communications (MDDIC) now invites sealed Bids from eligible Bidders for the supply, delivery, installation, configuration, and commissioning of hardware, software and system for the Public Cyber Security Incident Response Team (PCSIRT), as well as strengthening national capacity to respond cyber incidents and attacks at the national level, and comprises of two lots:
- Lot 1: Supply of hardware and software licenses for the Public Computer Security Incident Response Team;
- Lot 2: Enhancement of capacity to respond to national-level cyber-attacks.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, February 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.

- All bidders who have purchased the Request for Bids will be notified of the Pre-Bid meeting via their registered email address. The pre-bid meeting will be held virtually and in person on 17 June 2026 at:

- Bids must be delivered to the address in Para. 9 below on or before 15:00 Hours on 08 July 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15:10 hours on 08 July 2026.
- All Bids must be accompanied by a Bid Security in the following amounts for the respective lots: Lot 1: USD 6,500 (six thousand five hundred US Dollars) and Lot 2: USD 7,500 (seven thousand five hundred US Dollars).
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
