1. The Royal Government of Bhutan has received financial assistance in the form of Credit and Grant from the World Bank toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)-Bhutan Project and intends to apply part of the proceeds toward payments under the contract for the Supply of Road Safety Enforcement Equipment for BCTA.

2. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT) now invites sealed Bids from eligible Bidders for (i) Breath analyzer calibration machine with dry gas cylinder -3 sets; (ii) Breath analyzer-10 sets; (iii) Mouth Pieces-1000 numbers; (iv) Traffic Cones-300 numbers; (v) Speed Gun-5 sets and (vi) Portable weighing machine-5 sets to be delivered to BCTA Office, Lungtenzampa, Thimphu. The period for delivery of goods is Forty-five (45) days and margin of preference shall not apply.

3. Bidding will be conducted through Request for Bids (RFB) following National market approach as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Bhutan Construction and Transport Authority, Migma Dolma Tamang at mdtamang@bcta.gov.bt and inspect the bidding document during office hours (0900 to 1700 hours) at the address given below

5. The bidding document in English may be downloaded free of cost from the website www.bcta.gov.bt and www.moit.gov.bt.

6. Bids must be delivered to the address below on or before June 9, 2026 Time: 1400 Hours (Bhutan Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on Date: June 9, 2026 Time: 14300 Hours (Bhutan Time)

7. All Bids must be accompanied by a Bid-Securing Declaration.
