ASSIGNMENT DESCRIPTION
IFC seeks a firm to support the following activities:
Activity 1 (a): Financial Institutionsโ Client Survey on Adaptation & Resilience Needs and Opportunities
Objective: To generate decision-relevant insights into how FI clients experience climate impacts, how they respond to these risks, and where specific, financeable opportunities exist for adaptation and resilience investments.
The consultant will support the design, implementation, and analysis of structured client surveys, working closely with IFC and the participating FIs. There will be approximately three to four participating FIs, and the survey design, tools, and questions may vary by FI. Data collection will include 75-80 interviews for all FIโs combined, conducted through a mix of in-person interviews and virtual/online surveys across 4โ6 cities. The number of key tasks include:
- Co-developing survey tool with IFC and participating FIs to better understand:
- Support participating FIs in identifying priority sectors (e.g., agriculture, MSMEs, manufacturing), and representative clients within those sectors for survey outreach
- Pilot-testing the survey tool with a small, representative sample of clients and refining the tools based on feedback to improve clarity and response quality
- Managing survey deployment, data collection, and quality assurance
- Analyzing survey results and producing anonymized, aggregated findings by sector, ensuring client confidentiality. These should include but not limited to the implications for adaptation of financial products and services
- Systematically documenting all identified A&R-relevant activities and practices emerging from the survey
- Preparing clear, decision-relevant insights for financial sector audiences, to inform the development of IFCโs and participating FIsโ climate adaptation and resilience financing strategies, products and services offerings, and priority segments/sectors.
Data collection is expected to be conducted through a mix of in-person interview, web-based questionnaires and phone-assisted surveys, depending on participating FI needs, client response rates and preferences. The final participant lists and priority sectors will be agreed jointly by IFC and the participating FIs. Sector classifications used in the survey will follow IFC and/or relevant international or national taxonomy definitions, as agreed with IFC.
Activity 1 (b): Knowledge Exchange and Market Dialogue
Objective: To facilitate collective learning and shared problem-solving among financial institutions and stakeholders, and to identify practical pathways and financial innovation opportunities for scaling A&R finance.
The consultant will support IFC and participating FIs in designing and delivering structured knowledge exchange activities based on the survey findings.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
