REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services - Advisory Assignment Title: Support to Reform the Securitization Regulations for Kenya's Capital Market Country: Kenya Issuing Organization: World Bank Group – Joint Capital Markets Program (JCAP) The World Bank Group's Joint Capital Markets Program (JCAP) is supporting Kenya's Capital Markets Authority (CMA) in drafting comprehensive, binding Securitization Regulations. The new regulations will align with international standards (IOSCO, BCBS) and cover key areas including true sale certainty, SPV governance, risk retention, disclosure requirements, and market participant obligations. The selected consultant will review background materials, prepare a regulatory architecture and drafting plan, provide inputs to draft regulations with an accompanying explanatory memorandum, and support iterative technical review through to a first revised draft. The assignment spans approximately six months . Required qualifications: The firm must have demonstrated expertise in Kenyan capital markets law, securitization regulation, and legislative drafting. The proposed team must include a Lead Regulatory Counsel with an LLB/LLM and a minimum of 10 years of relevant experience. Interested firms should submit an Expression of Interest including a firm profile, evidence of relevant experience, and CVs of key personnel.
