Request for Proposals “Survey on Recent Technological Trends in Exploration, Development, and Production of Hydrocarbon Resources (FY2026)” July 31, 2026 MORI Hiroyuki Executive Vice President, Energy Business Unit Japan Organization for Metals and Energy Security (JOGMEC) Japan Organization for Metals and Energy Security (JOGMEC) invites proposals for the “Survey on Recent Technological Trends in Exploration, Development, and Production of Hydrocarbon Resources (FY2026)” (the “Services”). Applicants wishing to submit a proposal must do so in accordance with the instructions set forth below. This English version is provided for reference purposes only. The Japanese version is the official and legally binding version. In the event of any inconsistency, discrepancy, or conflict between the Japanese and English versions, the Japanese version shall prevail. 1. Title of the Work Survey on Recent Technological Trends in Exploration, Development, and Production of Hydrocarbon Resources (FY2026) 2. Background and Objectives of the Survey  Amid the ongoing transition toward decarbonization, the importance of oil and gas exploration, development, and production (E&P) activities has been reaffirmed in light of increasing geopolitical uncertainties, sustained demand for natural gas including LNG, and the need to ensure stable operation of existing oil and gas assets.  The objective of this survey is to investigate the latest technological developments and field deployment practices among global oil and gas operators, oilfield service companies, technology providers, companies from adjacent industries, emerging startups, investors, and other relevant stakeholders, and to identify and assess promising technologies that can help the industry adapt to future changes in the business environment.  The findings of the survey will serve as fundamental reference material for JOGMEC in formulating and refining its Technology Strategy. Subject to confidentiality obligations and other applicable restrictions, part of the survey results may also be shared with Japanese oil and gas companies for the purpose of enhancing their business competitiveness and strengthening their technical evaluation capabilities.3. Scope of Work  The survey will cover recent technological trends related to the exploration, development, production, operation, well abandonment, decommissioning, and site restoration of oil and natural gas assets. The scope includes both conventional and unconventional oil and natural gas resources.  The Contractor shall prepare a technology long list, technology evaluation matrices, and a high- potential technology catalog for Japanese E&P companies.  Digital technologies such as AI, data analytics, cloud computing, digital twins, and automation shall be assessed as enabling solutions across relevant project phases, rather than as stand-alone survey categories.  Technologies primarily dedicated to decarbonization businesses, such as CCS/CCUS, hydrogen, and ammonia, are outside the main scope of this survey, except where they are directly relevant to oil and gas operations.  For detailed work specifications, methodology, and deliverables, please refer to the Specifications. 4. Outline of Contract  Contract type: Cost-reimbursable service contract or lump-sum contract  Contract period: Date of contract execution to March 31, 2027  Survey execution period: Date of contract execution to February 28, 2027  Budget: JPY 80,000,000, including consumption tax and local consumption tax. This amount is the upper limit.  After the selected candidate has been determined, JOGMEC will discuss the contract type, contract amount, scope of work, and other terms and conditions with the selected candidate. The contract will be executed only if the parties reach agreement, including the selected candidate’s acceptance of the Special Provisions. 5. Required Conditions for Applicants 1. The Applicant must have the management capabilities necessary to conduct the work smoothly and possess sufficient financial management capabilities.

2. The Applicant shall not fall under “3. Persons not eligible to participate in competition” in JOGMEC’s public announcement on qualifications for participation in competition.

3. The Applicant must not be subject to any administrative disposition by the national government or any governmental agency, including suspension of subsidy grants or suspension from participation in contracts or tenders. 4. If the Applicant is a Japanese entity or an individual residing in Japan, the Applicant shall have Grade “A” qualification for “Provision of Services” under the Unified Supplier Qualification for FY2025, FY2026 and FY2027 at the time of proposal submission. If the Applicant is a non-Japanese entity, the Applicant must be able to submit documents, such as financial statements, demonstrating that it hasthe financial capacity necessary to perform the Services.
