Request for Expressions of Interest Sustainable Electrification of Isolated Areas through Renewable Energy Microgrids Agence Française de Développement August 2026 ARAB REPUBLIC OF EGYPT Sustainable Electrification of Isolated Areas through Renewable Energy Microgrids CONSULTING SERVICES Expressions of Interest The Ministry of Electricity and Renewable Energy (“MoERE”) of the Arab Republic of Egypt has received financing from the Agence Française de Développement (“AFD”). It intends to use part of the funds thereof for payments under the following project: Sustainable Electrification of Isolated Areas through Renewable Energy Microgrids (EEHC) The Agence Française de Développement (AFD) a bilateral financial institution implementing French development policy financing- (“The Grand Financier”) has agreed to provide a budget support financing to the GoE to accompany the implementation of the energy reforms that it deems essential for the sustainable development of the energy sector. This support includes technical assistance (TA) to the Ministry of Electricity and Renewable Energy (MoERE) and its affiliates (jointly referred to as “The Client”) on the topic concerned with procurement and coordination expert (“The Assignment”). This assignment is part of the TA Program supporting actions and policy reforms for the Egyptian energy transition. Within this context, the AFD has agreed to make available to the GoE a Global Grant of up to 1 million Euro (EUR 1,000,000) to finance technical assistance (the "Project") aiming at supporting the implementation of key measures towards the reform of the energy sector in Egypt and under the objectives presented in this Request for Expressions of Interest “REoI”. Egyptian Electricity Holding Company (EEHC), established in 1976 as the Egyptian Electricity Authority, plays a vital role in Egypt's energy sector, overseeing the generation, transmission, and distribution of electricity nationwide. EEHC is focused on addressing the energy requirements of remote areas that are disconnected from the main electricity grid, particularly in regions such as Kharga & Farafrah, Halaib & Shalateen, and Marsa Alam & Qusair, which experience limited access to reliable electricity. This initiative aims to improve the quality of life, foster economic development, and reduce greenhouse gas emissions. To this end, EEHC is looking to hire a consultant to identify suitable Microgrid models for these isolated areas and implement a pilot project in one of these regions. This project will serve as a model for the energy transition towards a more resilient and environmentally sustainable energy system. The Services of the Consultant shall consist of but not limited of the following: • Technical Assessment: the consultant will focus on both the supply and demand sides of microgrid implementation in isolated areas of Egypt. On the supply side, the assessment will identify appropriate microgrid technologies suitable for these regions and evaluate the feasibility of integrating renewable energy sources. On the demand side, the assessment will define daily load profiles specific to isolated areas. • Regulated tariff model: The consultant should develop a regulated tariff model that guarantees affordability for residents while ensuring the long-term sustainability of the energy system. This involves developing a tariff structure that balances cost recovery with accessibility for consumers. • Financial assessment: Following the tariff model, the consultant should focus on evaluating the financial viability of microgrid projects in relation to the proposed tariff model. This analysis will include a comprehensive cost comparison between microgrid solutions and traditional fossil fuel options. Additionally, the assessment will involve running various scenarios and forecasts based on different macroeconomic assumptions. • Challenges and opportunities Assessment: The challenges and opportunities assessment will focus on identifying potential obstacles in the implementation and operation of microgrid systems, taking into account various factors such as technical, financial, regulatory, and social aspects. • Performance metric: The consultant will develop performance metrics which involve establishing key performance indicators (KPIs) and developing a dashboard specifically designed for microgrid projects. This framework will facilitate the monitoring and evaluation of project performance, allowing stakeholders to track progress, assess efficiency, and make informed decisions based on real-time data. • Legal and regulatory review [optional]: The legal and regulatory review will focus on the implementation of renewable microgrid regulations in Egypt to facilitate the execution of pilot projects. The consultant will assess the existing legal and regulatory framework surrounding isolated energy systems in the country, identifying gaps in relation to internationally recognized standards for the development of microgrid
