Provision of services for conducting quantitative and qualitative research under a framework agreement

1. The subject of the order is the conclusion of a Framework Agreement with multiple Contractors (maximum 4 Contractors) for conducting the types of research indicated below: 1) conducting telephone surveys (CATI) on targeted samples (minimum 500 interviews, maximum 1500 interviews). 2) conducting face-to-face surveys (CAPI) on targeted samples (minimum 500 interviews, maximum 1500 interviews). 3) conducting online surveys (CAWI) on representative samples (minimum 1000 interviews, maximum 4000 interviews - fixed set of variables). 4) conducting online surveys (CAWI) on representative samples (minimum 1000 interviews, maximum 4000 interviews). 5) conducting online surveys (CAWI) on representative samples among persons aged 12-17 (minimum 1000 interviews, maximum 5000 interviews). 6) conducting qualitative research FGI and IDI – on a general sample. 7) conducting qualitative research FGI and IDI – on a targeted sample. 2. Pursuant to Art. 314 sec. 1 point 3) of the Public Procurement Law, the Contracting Authority intends to conclude a Framework Agreement with more than one Contractor, i.e., with a maximum of 4 (four) Contractors who have submitted non-rejectable offers. 3. The Contracting Authority will award executive (detailed) orders under the conditions of the order specified in the template of the Framework Agreement, which is Annex No. 7 to the SWZ. 4. The award of an order covered by the Framework Agreement may only take place between the Contracting Authority and a Contractor who is a party to the Framework Agreement. 5. A detailed description of the subject of the order is included in Annex No. 1 to the SWZ - SOPZ, hereinafter referred to as "SOPZ". 6. The Contracting Authority reserves the right that the performance of the subject of the Framework Agreements will be carried out in accordance with the actual needs of the Contracting Authority. In the event that all or part of the subject of a given Framework Agreement is not performed, the Contractor shall not be entitled to any claims against the Contracting Authority. 7. The detailed scope of the Executive Order and all conditions for the performance of the Executive Order will be specified each time in the Executive Order. The procedure for awarding Executive Orders is specified in §3 of the Framework Agreement template. 8. Order performance period: 1) The Contracting Authority will conclude a Framework Agreement for a period of 24 months from the date of conclusion of the Framework Agreement or until the total maximum budget amount indicated in § 7 of the Framework Agreement is exhausted, whichever occurs first. 2) The Framework Agreement may be extended by 12 months (by amendment to the Framework Agreement) if the funds referred to in § 7 of the Framework Agreement are not exhausted within the period indicated in sec. 1. 3) The Contracting Authority will award Executive Orders during the validity period of the Framework Agreements. 4) Executive Orders will be performed within the deadlines indicated in the Executive Inquiry and subsequently specified in the Executive Order. 9. Pursuant to Art. 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, as amended by Regulation 2022/57, hereinafter referred to as "Regulation 833/2014", it is prohibited to perform public procurement with the participation of subcontractors, suppliers or entities on whose capacities reliance is placed within the meaning of Directive 2014/24/EU, referred to in Art. 5k of this Regulation, if they account for more than 10% of the value of the order. 10. In cases where trademarks, patents, origin, source or a specific process that characterizes the products or services provided by a specific Contractor are indicated in the detailed description of the subject of the order, which would lead to the favouring or elimination of certain Contractors or products, it means that the Contracting Authority cannot describe the subject of the order using sufficiently precise terms and this is justified by the specifics of the subject of the order. In such situations, any indications of trademarks, patents, origin, source or a specific process should be read with the words "or equivalent". 11. The Contracting Authority...
