Provision of security services for persons and property within and in the immediate vicinity of the "WĘZEŁ SĄDOWA" passenger service building managed by KZGM in Katowice

1. The subject of the order is the provision of round-the-clock security services for persons and property within the "Węzeł Sądowa" Passenger Service Building managed by KZGM in Katowice (BOP "Węzeł Sądowa"), carried out in accordance with the principles set out in the draft contract provisions and annexes (Annex No. 3 to SWZ), including in particular: 1) provision of services within the BOP "Węzeł Sądowa" by security personnel registered on the list of qualified physical security personnel referred to in the Act of August 22, 1997, on the protection of persons and property (Journal of Laws 2021, item 1995) - one employee per shift, 24/7, seven days a week; 2) deployment of a motorized Intervention Group, consisting of two individuals registered on the list of qualified physical security personnel and equipped with direct coercion means (response time of the Intervention Group from the moment of call shall not exceed 10 minutes); the intervention group has previously taken action on average once a month (information resulting from the currently executed contract for a period of 12 months). 3) operation of an electronic system for registering the work of security personnel (GUARD type patrol system) and the time of providing security services, including digital archiving of data (data from the recorder will also be available to authorized representatives of the Contracting Authority for control purposes); 4) provision of emergency luggage locker opening services at BOP "Węzeł Sądowa". 2. The Contractor is obliged to perform services 24/7, seven days a week, including public holidays, and to ensure email contact and 24/7 telephone contact with the Contracting Authority throughout the contract period. 3. The Contractor is obliged to perform this contract in accordance with applicable laws, with the utmost diligence, and to observe health and safety regulations. 4. For the performance of this order, the Contractor is obliged to use personnel who: 1) are registered on the list of qualified security personnel, 2) have been appropriately trained and properly acquainted with the internal regulations applicable to the protected area and have committed to comply with them, 3) have all legally required insurance, 4) have undergone OHS training, 5) possess a valid medical certificate confirming their fitness to work as a qualified security guard, 6) are included in the list of persons providing services under the contract for the execution of this order. 5. Security personnel providing services within the BOP "Węzeł Sądowa" must be equipped with direct coercion means (handcuffs, baton, pepper spray), a flashlight, a first aid kit (including disposable gloves, mask with mouthpiece, scissors, dressing, tourniquet), communication devices (mobile phone), an anti-panic button. 6. Security personnel are obliged to perform services in uniform provided by the Contractor, clearly marked, which will easily allow identification of both these individuals and the entity employing them (required inscription with the company name of the security service provider). The Contracting Authority requires the Contractor to equip security personnel with clothing of appropriate aesthetic qualities, neat and clean, and in a uniform color scheme. The security guard should have a visible ID badge and, upon request by a person acting on behalf of the Contracting Authority, present a qualified security guard identification card. 7. The Contractor's personnel are obliged to maintain order and tidiness in the service room provided by the Contracting Authority. 8. Before commencing the service, the Contractor shall submit to the Contracting Authority an object protection plan, taking into account the conditions of BOP "Węzeł Sądowa" and including, in particular, the conditions and principles for the use of direct coercion means by security personnel...
