The Government of the Republic of Indonesia has received financing from the World Bank toward the cost of Labour Market Information and Skills for Transformation for Labour Market Flexibility (LISTRAF) and intend to apply part of the proceeds for consulting services.
The main purpose of this assignment is to focus on the revitalization of the existing SIAPkerja platform, a digital ecosystem developed and managed by the Ministry of Manpower (hereinafter referred to as the “Ministry”), through the following: (i) redesign of the SIAPkerja user interface based on user mapping and end-user needs; (ii) redesign of the system architecture to improve interoperability among existing Ministry services and across other ministry/agency services; (iii) strengthening of system features to address unmet service needs; and (iv) enhancement of IT architecture and supporting technology infrastructure.
The duration of the assignment is expected to be around 12 (twelve) months. The total estimated level of effort is about 198 (one hundred ninety eight) professional staff months. The Ministry of Manpower now invites eligible consultant firms (“Consultants”) to indicate their interest in providing the services. They shall submit the Expression of Interest (EOI) demonstrating that they have the required qualifications and relevant experience to perform the services, i.e presenting the consultant/firm profile, the legality of consultant/firm, description of similar assignment on the last 10 (ten) years (the information shall be completed with the assignment title, assignment location, name of employer, type of services provided, period of work (start and completion dates), and contract value, as evidenced by the Contract Agreement and the Handover Certificate). The shortlisting criteria are as follows:
- Demonstrated experience in designing and managing Integrated Digital Enterprise Architecture/ Core Systems (e.g., Digital Government MIS/National Financial Management Systems/Labor Market Information System (LMIS), Enterprise Resource Planning Systems (ERP) /Public Employment Service (PES Platform/Large scale Government Enterprise MIS or relevant projects of similar scale and nature) for the last 10 years;
- At least 3 Enterprise Architecture development projects/System Development projects - out of which at least any 2 projects mentioned above must have been completed within the past 10 years (remaining 1 project could also be an ongoing project);
- Proven experience in managing projects with system accountability for public services, meaning the firm has been responsible for the performance, reliability, security, and continuity of systems serving the public.
Note: Firms meeting all three criteria will be shortlisted and invited to submit a full technical and financial proposal.
Consultant may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualification. For the purpose of shortlisting, the qualifications of sub-consultants will not be considered in the EOI evaluation. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank of the Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations for IPF Borrowers (September 2023). Further information may obtained in the below address during office hours 7.30 to 16.00 (GMT+7).
Expression of interest should be submitted through the electronic procurement system (SPSE ICB) latest by August 12, 2026 at 12:00 (GMT+7).
