Procurement of experts

The purpose of this procurement is to provide financial-economic and technical-professional expert services, as well as public procurement legal expert services during the preparation and implementation of NFFKÜ Zrt.'s projects, including in particular the professional evaluation of applications received within the framework of procedures related to support projects falling under NFFKÜ Zrt.'s jurisdiction, the implementation of supported projects, conducting monitoring visits and on-site inspections, and managing changes to support agreements. Based on the framework agreement to be concluded as a result of the procedure, specific activities can only be carried out through direct orders as per Section 105 (1) point a) of the Public Procurement Act. The total net amount of direct orders that can be placed during the term of the framework agreement is: HUF 1,063,313,460. The winning bidder is released from the obligation to involve the specialists presented in Annex 3 of the draft contract in the performance of the contract if the specific expertise (type of expert) is not relevant for the provision of the service subject to the specific order. The Contracting Authority issues direct orders for the performance of tasks by specifying the required area of expertise and the tasks to be performed. Based on the framework agreement to be concluded with the winning bidder, it is necessary to provide financial-economic, public procurement legal, and technical-professional expertise of the type and estimated quantity detailed in the technical description. The winning bidder must be capable of providing expert services related to the following task groups during the term of the contract: 1. Professional evaluation of applications: Estimated quantity: 300 applications 2. Preliminary review of change notification or support agreement amendment requests concerning technical content, and provision of recommendations for establishing a position: Estimated quantity: 250-250 change notification or amendment requests 3. On-site inspection of project implementation, or participation in monitoring visits: Estimated quantity: 200 on-site inspections or monitoring visits 4. Contribution to the technical-professional review of documents received by the Contracting Authority (e.g., Progress Reports, public procurement documentation submitted for ex-ante and ex-post review): Estimated quantity: 250 documents received by the Contracting Authority 5. Contribution to the financial review of documents received by the Contracting Authority (e.g., Financial settlements, reports, payment requests, change notification and amendment requests): Estimated quantity: 250-250 financial settlements or change notification and amendment requests 6. Contribution to the public procurement legal review of documents received by the Contracting Authority (e.g., public procurement documentation submitted for ex-ante and ex-post review, amendments to public procurement contracts). Estimated quantity per procedure: senior expert: 16 hours in total; junior expert: 24 hours in total 7. Consulting tasks: Estimated quantity: - senior expert: 500 hours / year, - junior expert: 500 hours / year 8. Operation of an expert portal: as per point III.8 of the technical description.
