SZP/243-040/2026 Measuring set for testing raw materials and rock materials within the project entitled "Public Safety Technologies Center" carried out by Wrocław University of Science and Technology - Task 1.

1. The subject of the order is a measuring set for testing raw materials and rock materials within the project entitled "Public Safety Technologies Center", contract number FEDS.01.01-IZ.00-0003/24, carried out by Wrocław University of Science and Technology. The order is divided into tasks: Task 1 – Device for testing the speed of ultrasonic wave propagation and for measuring the dynamic modulus of elasticity, including a Schmidt hammer. Task 2 – Conductivity meter. All costs associated with the performance of the contract, including delivery, insurance, and risk, are borne by the Contractor. The Contracting Authority declares that the subject of this contract has been co-financed by the European Funds for Lower Silesia 2021-2027, Priority 1 European Funds for an Entrepreneurial Lower Silesia. Action 1.1. Development of scientific units, Type 1.1.A Investments in the development of public research infrastructure. 2. Place of delivery: Wrocław University of Science and Technology, ul. Na Grobli 15, 50-421 Wrocław, building L-1, room 067. 3. A detailed description of the subject of the order can be found in Annex No. 3 to SWZ - OPZ. 4. The detailed scope of execution of the subject of the order, which constitutes the projected provisions of the public procurement contract, is included in the draft contract, which is Annex No. 2 to SWZ. 5. The delivered subject of the order must be brand new, not exhibited, complete, and technically functional. "Brand new" means the subject of the order is in its original packaging, unused before the delivery date, excluding use necessary for testing its proper operation after production. The subject of the order must be free from any physical or legal defects and third-party claims. 6. The delivered subject of the order must come from the manufacturer's official distribution channel that does not exclude distribution to the European Union market and ensures the fulfillment of warranty rights. 7. The offered subject of the order must not be designated by the manufacturer for withdrawal from production or sale (End of Life, End of Support, End of Sale) by the Offer submission deadline. 8. Delivery completion date for Task 1 and 2: within 3 months from the contract conclusion date. 9. Pursuant to Art. 257 of the Public Procurement Law, the Contracting Authority reserves the right to annul this procedure if the funds intended by the Contracting Authority to finance all or part of the order have not been granted to it. 10. The Contracting Authority intends to apply the so-called reverse procedure, referred to in Art. 139(1) of the Public Procurement Law, i.e., the Contracting Authority will first examine and evaluate the offers, and then qualify the tenderer whose offer has been evaluated highest, regarding the absence of exclusion grounds and fulfillment of participation conditions. 11. The Contractor is bound by the offer from the expiry of the offer submission deadline for no longer than 90 days. 12. The offer must consist of: 12.1. Contractor's offer form – interactive form available on the e-Procurement Platform, indicating in particular the offer price for the entire subject of the order) 12.2. declaration referred to in Chapter VII, point 1 of SWZ - JEDZ - interactive form available on the e-Procurement Platform 12.3. declaration referred to in Chapter VII, point 1a of SWZ - (respectively) Declarations Annex No. 5.1 and 5.2 to SWZ; 12.4.
