DP eesmärgiks on Tallinna Lauluväljaku alal (Narva mnt 95 kinnistu) ja lähialal kavandada Tallinna Lauluväljaku kompleks 2022. aastal toimunud Tallinna Lauluväljaku ruumilise tervikvisiooni ideekonkursi võidutöö “Kiigele” ning selle hilisemate täienduste alusel. Detailplaneeringuga nähakse ette võimalused Tallinna Lauluväljaku uuendamiseks, sealhulgas funktsionaalsuse parandamiseks uue teedevõrgu ja hoonestuse kaudu, mis võimaldab toetada laulupidude korraldamist ja jätkumist antud asukohas.
