The subject of the market dialogue is the preparation of the plan according to the title of the invitation for the needs of the Finnish Transport Agency. For commuter train stops, the joint procurement unit may be the cities of Tampere and Nokia in accordance with the MAL agreement.

BACKGROUND AND OBJECTIVES

On the Tampere (Ranta-Tampella) – Tampere (Lielahti) railway section, one additional track (3rd track) is being prepared, and on the Tampere (Lielahti) – Nokia (Harjuniitty) railway section, an additional track (2nd track). The work will produce a track technical plan, which will not be administratively processed, as input for the environmental impact assessment on the railway section Tampere (Ranta-Tampella) – Nokia (Harjuniitty). After the EIA process, a track plan will be prepared for the section Tampere (Lielahti) – Nokia (Harjuniitty). The work also includes the preparation of materials related to the necessary permits. As input for the work, the client will procure as a separate technical study approx. km 188–190, which includes measures for the Tammerkoski railway bridge, the Särkänniemi retaining wall, the Mustalahti underpass bridge, and the Amuri underpass corridor.

The MAL agreement between the state and the Tampere urban region for 2024–2027 includes the planning of the Epilä and Harjuniitty stops. The stops are located in the project area and may be included in the planning entity.

An area reservation plan for the additional track was prepared in 2015 as part of a larger entity Tampere-Lielahti-Nokia/Ylöjärvi. In the Tampere-Pori needs assessment completed in 2020, the project is presented as the third most important development measure, especially if commuter train traffic in the region increases. The most important identified development measures have already been implemented on the railway section. After the needs assessment, commuter train services to Nokia have been increased on the railway section. The Tesoma stop was completed in 2021 and the development work of the Nokia traffic area in 2025. The construction of the Rauma stop is underway, and additional services from Rauma to Tampere will start in 2027. The preliminary study for the Epilä stop will be completed in spring 2026. The preliminary study for the Harjuniitty stop was previously prepared as part of the zoning process.

The phased implementation of the Tesoma stop and the additional track have been taken into account in the legally valid track plan of the stop (4.9.2020).

During the development of the Nokia traffic area, the placement of the additional track at the traffic area has been investigated, and the area reservation plan has been updated in the preliminary study of the traffic area published in 2021.

The need for additional tracks has been taken into account in the master plans of Tampere and Nokia during the zoning process.

In the zoning plans, the need for additional tracks has been taken into account as reservations where zoning changes have been necessary to update due to land use development. At the municipal border of Nokia, Kankaantaka and Haavisto, there is approximately 1 km of the project area that has not been zoned.

This notice is an invitation to a market dialogue. It is not a prior information notice, a contract notice, or a request for proposals. This notice does not shorten the deadlines for any procurement procedure that may be initiated later, and participation in the market dialogue is not a prerequisite for participation in the procurement.

The market dialogue is aimed at DESIGNERS interested in preparing the plan according to the description of the subject of procurement.

The purpose of the market dialogue is to inform and request feedback from market participants about the procurement procedure, the content of the project, and the constraints and specific features related to the procurement, which will tentatively be initiated in early June.

The market dialogue will be carried out by organizing an ELECTRONIC MARKET DIALOGUE for tender candidates interested in the project in week 23. The purpose of the electronic market dialogue is to obtain feedback on the upcoming project and procurement procedure.

Service providers interested in the market dialogue are requested to register by 29.5.2026 at 4:00 PM at the latest. Those who register will receive the market dialogue material and instructions for submitting feedback in response by week 22.

The client reserves the right to invite suppliers to bilateral negotiations or to continue technical dialogue in another manner, which will be announced separately if necessary.

The descriptions presented in this prior information notice and the estimated publication date of the contract notice, as well as the draft dialogue materials to be delivered later, are preliminary and indicative procurement information.
