Restaurant, cafe and meeting catering services for Tampere City Hall and representation services for the Town Hall

Tampere City Hall consists of a renovated office building and an extension to be built as new construction, which will be completed in late 2025. However, the City Hall will be phased into use, and the catering services contract period and service delivery are estimated to begin in Tampere City Hall in April 2026. Tampere City Hall's restaurant services include the restaurant, cafe, and meeting catering services of the City Hall. The representation services of the City of Tampere are mainly handled at the Town Hall. The representation services of the Town Hall are planned to be integrated into the City Hall's restaurant services contract starting from 1.4.2027. The current representation services contract for the Town Hall ends on 31.3.2027. Restaurant services are seen as an essential part of the City Hall's service package. In November 2024, the City of Tampere conducted a food preference survey among the staff of the City Hall. 428 employees responded to the survey. Based on the survey, the City Hall restaurant is of interest to respondents. Respondents are particularly interested in lunch services, but other services such as the option to buy food for home, breakfast, cafe services, and various snacks are also of interest. The City Hall restaurant is located at street level and is an open restaurant where everyone is welcome. There will also be other open spaces at street level. The City Hall will have a large number of meeting rooms of various sizes. On the entrance floor, there is a divisible multi-purpose space for 130 people, two 10-person meeting rooms that can also be combined into a larger meeting room, and one 12-person meeting room. The meeting center on the 2nd floor of the City Hall houses the City Board's hall and a total of 17 meeting, training, and negotiation rooms of various sizes (for 5–30 people). The 5th floor of the City Hall houses a 120-seat council chamber. The overall scope includes a usage rights agreement for the restaurant, cafe, and meeting catering services of Tampere City Hall, as well as a service purchase agreement for the representation services of the Town Hall. Despite the overall procurement, the contracts are separate based on different contract forms and earning logics. The primary object of the overall procurement is the usage rights agreement for the restaurant, cafe, and meeting catering services of Tampere City Hall. A single supplier service production model is justified for the following reasons: The physical proximity of the City Hall and the Town Hall allows for synergy for both the supplier and the City of Tampere, both economically and in terms of staff attractiveness; for example, raw material procurement can be carried out in larger batches, and restaurant staff can be offered exceptionally varied and interesting job descriptions when working in both locations. In addition, the overall package ensures that the City of Tampere has a capable and reliable operator for both contracts, which might not be the case if, for example, the Town Hall services were tendered separately. The functional connection between the Town Hall and City Hall services is also significant, as representation catering can be ordered for both locations with the assurance that the quality level will remain the same. Procuring this as an overall procurement with a single supplier service production model is a cost-effective way for the City of Tampere to carry out the procurement. Suppliers have the opportunity to visit the City Hall and the Town Hall on 6.10. City Hall tours will last a maximum of 45 minutes. Tours will start at the YIT site office, where 15 minutes will be allocated for changing into site equipment at the beginning of the tour. Equipment can be borrowed from the YIT site office (address Puutarhakatu 11, entrance via the inner courtyard, 3rd floor).
