Taxi management at BER Airport (Concession)

The subject of the award is the organization and operation of the taxi infrastructure at Berlin Brandenburg Airport (FBB) to a concessionaire or taxi infrastructure operator (BTI). The contract duration is 5 years, with an option to extend for another year. The taxi infrastructure operator (BTI) undertakes to create and operate a complete, ready-for-operation, and safe overall system for the tendered concession at BER Airport on behalf of the client. The performance of the taxi infrastructure operator (BTI) extends to the conception, introduction, and operation of a taxi management system in which process flows and the technology used (e.g., barrier systems, transponders, etc.) are optimally linked. Services not expressly described in this service description, but which are necessary to create and operate a complete, ready-for-operation, and safe system for operating the taxi infrastructure, are also included in the concessionaire's scope of services, without giving rise to any additional claims by the concessionaire. The operation of the taxi infrastructure is influenced by legal framework conditions in the area of taxi licensing (Regulation on transport fares in taxi services of the Dahme-Spreewald district). In particular, the handling of the licensing of taxis with a registered office in the state of Berlin, which are allowed to pick up passengers at BER Airport, in the same proportion as taxis from the responsible district, must be carefully considered when managing the taxi infrastructure. The taxi management infrastructure at BER Airport consists of a taxi waiting area (staging, waiting areas, and dispatch of taxis) and two boarding areas directly at the terminal. The BTI is free to take over the existing systems and technology from the current concessionaire at its own expense and implement them into its own taxi system infrastructure. The client acts only as an intermediary and assumes no responsibility/costs or liability for the functionality, warranty, license fees, implementation costs, training, or support fees of the taken-over systems. As part of its service provision, the BTI is obliged to establish and operate various facilities for users of the taxi infrastructure at the main taxi waiting area - these include: • Taxi dispatch center • Toilet facility • Lounge / Prayer room • Kiosk An estimate of the expected taxi arrivals is based on a review of past years and a forecast for 2024. It is expected that passenger numbers will gradually increase over the contract period, and thus arrivals may also increase. The client does not guarantee this, and the number of actual arrivals may therefore increase or decrease. Year 2022 (arrivals p.a. 722,000); 2023 (arrivals p.a. 757,000); 2024 (arrivals p.a. 812,000). The usage fee for the use of the taxi infrastructure is charged upon entry and amounts to €2.06 net per taxi/arrival.
