1. Tearfund CAR Background
Tearfund resumed operations in the Central African Republic (CAR) in 2014, following an initial presence that began in 1978. Our humanitarian response addresses critical vulnerabilities through WASH, livelihoods, and peacebuilding initiatives. Since 2018, we have implemented community-led projects for social cohesion and women's economic empowerment, equipping women with literacy, numeracy, and vocational skills while transforming social norms. Today, our vision for CAR is to meet community needs, respond to emergencies, and restore relationships through a strengthened network of partners and churches. Our 2024-2027 Strategy focuses on five integrated objectives: emergency response, basic needs (Food and WASH), transforming gender norms, building resilient livelihoods, and promoting peacebuilding and social cohesion.
2. Specific Objectives
Tearfund is seeking an experienced French-speaking Facilitator with expertise in organizational development and teambuilding to plan and conduct a team-building session for the Bangui based staff, Programme Managers, the Technical Advisors and some admin staff from the field sites. The Facilitator will be expected to contribute to the planning and facilitation of a three-day session in August 2026 as outlined below.
The venue for the activity will be in Bangui – CAR. The overarching objectives are to:
Encouraging the exchange of ideas and expectations among participants;
Developing a high-performance management team culture;
Exploring new perspectives on governance and collective decision-making;
Increasing understanding and appreciation of leadership roles; and
Developing a broad vision for the future of the country program with specific short-term objectives.
2.1 Participants
All Bangui based staff, Technical advisors, Project Managers and Bangui based officers (Logistics, Partnership and Finance). Thirteen to Fifteen staff will attend the team building activity in Bangui, Central African Republic.
2.2 Expected Outputs
Fostering Psychological Safety and Rebuilding Trust:
Cultivating an environment of mutual respect and psychological safety within the Tearfund CAR staff and the Senior Leadership Team (SMT). This involves addressing existing gaps in governance and management to restore confidence across all organizational levels.
Organizational Cohesion and Strategic Alignment:
Establishing a cohesive team structure where every member possesses a comprehensive understanding of their individual roles and how these specific functions link directly to the achievement of the overall Country Centre’s strategic objectives.
Enhanced Multi-Directional Communication:
Implementing improved communication protocols between leadership and their staff to ensure transparency and efficiency both horizontally (peer-to-peer) and vertically (top-down and bottom-up).
Capacity Assessment and Strategic Knowledge Transfer:
Identifying the team’s core strengths and the specific capacity needs of individual members to provide actionable recommendations. This supports the strategic shift toward equipping national staff for prominent managerial roles through learning-by-doing and shadowing models.
Participant-Driven Outcomes:
Ensuring the team-building exercise comprehensively meets the stated expectations of all participants, including Bangui-based staff, Technical Advisors, and field-based administrative personnel.
3. Deliverables and Scope of Work
The Facilitator is expected to deliver a comprehensive suite of services encompassing the full lifecycle of the team-building event, from strategic design to post-activity synthesis. Specific deliverables include:
Collaborative Design and Agenda Development: Assist in designing a tailored agenda that directly addresses the objectives of fostering psychological safety, rebuilding trust, and aligning individual roles with the Country Strategy 2024-2027. This includes developing the full 4-day programme, determining the optimal format and set-up for all activities, and planning for breakout meetings and focus group discussions;
High-Impact Event Facilitation: Lead and facilitate, in French, a productive and effective 3-day team-building activity in Bangui, CAR, scheduled for Sep 7, 2026 through Sep 10, 2026. The facilitator must ensure an interactive platform that encourages collective visioning and addresses the specific needs of approximately 15 staff members, including Bangui-based personnel and field-site Project Coordinators; and
Post-Activity Synthesis and Reporting: Prepare and submit a detailed final report by Sep 29, 2026. This report must capture key decisions made, actionable items, and identified issues requiring further discussion, while also providing a capacity assessment and recommendations to support the strategic knowledge transfer toward national staff.
4. Profile of Facilitator
The Consultant must possess extensive experience and qualifications in the following areas:
Professional expertise spanning 5-10 years in high-level group facilitation, team building, and conflict resolution, with a specific focus on leadership development, professional coaching, and enhancing communication and collaboration skills.
Mandatory Graduate Degree in social work, counseling, social sciences, or a related academic field.
Proven ability to communicate effectively across all skill levels, maintaining professional proficiency in both French and English.
Demonstrated competency in providing and receiving feedback in a constructive manner that facilitates continuous professional growth.
A comprehensive understanding of the organization's mandates, operational structure, and values, coupled with a deep appreciation for its humanitarian mission.
Prior experience in planning and facilitating retreats for International Organizations within the local context will be considered a significant advantage.
The applicant must be a confident and persuasive communicator with superior command of the French language.
Exceptional and verified professional writing skills for reporting and documentation purposes.
5. Period and Place of Assignment
The period of assignment will be Sep 7, 2026 through Sep 10, 2026. The final report will be expected on Sep 29, 2026. The assignment place is Bangui, the Central African Republic.
