Assignment Title: Technical Assistance in Implementation of Türkiye Emissions Trading System

1. The Ministry of Environment, Urbanization and Climate Change - Directorate of Climate Change (DoCC), through Ministry of Treasury and Finance (MoTF) has received financing from the World Bank toward the cost of the Türkiye Partnership for Market Implementation Facility (PMIF) Carbon Market Development Project, and intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) will include to following sub-activities which will be carried out by same Consultant:
Sub-Activity 1: Strengthening the Design and Implementation Framework of Türkiye
Emissions Trading System (Lump-sum)
Sub-Activity 2: Support for Implementation of TR ETS (Time-based)
3. The expected start date of the assignment is the fourth quarter of the 2026. Overall implementation period is 36 months from the date of the contract signing.

5. The Directorate of Climate Change now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The reference period for general and specific experiences which will be taken into account will be the last five (5) years from submission deadline.
6. The shortlisting/selection criteria are:
General Experience
Completion of at least one (1) service contract in environment or climate or energy sector with an amount at least 1.000.000 USD or equivalent1;
2. Specific Experience of Consultants Relevant to the Assignment
Completion of service contracts in context of Emissions Trading System (ETS), with aggregate contract value of at least 300.000 USD or equivalent2.
Since Key Experts will not be evaluated at this stage, no CVs will be included in the Expression of Interest/s (EoIs).
To streamline and facilitate the evaluation process, the EoIs shall be submitted in the attached form Form-1. On-going experiences shall not be taken into account in the evaluation. Copies of completion certificates/references of Clients of completed contracts are not required to be submitted with EoI. In the subsequent stage at the time of submission of proposals, the Client may request the Consultants to submit such supporting completion certificates.
7. The attention of interested Consultants is drawn to (i) paragraphs 3.16 & 3.17 of the Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (February 2025), setting forth the World Bank's policy on conflict of interest, and (ii) Consultant firms can only use their own experience to demonstrate their qualifications for the assignment and not of their parent, sister or subsidiary companies or their employees. Experience of subconsultants shall not be considered in the evaluation of the EoIs.
8. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Interested Consultants should clearly indicate the structure of their "association" and the duties of the partners and/or sub consultants in their application. The full commercial names and tax numbers of the Consultants and their country of origin should be specified in the EoI.
9. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

11. Expressions of interest must be delivered in a written form (accompanied with attached cover letter template) to the address below (in person or by mail or e-mail) by 04.09.2026 until 14.30.(local time)
(It is recommended to arrive at least 30 minutes before the application time, since the cover letter must be entered into the document registration system, before the envelope consisting the EoI is submitted in room no: Z11)
