The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:
- Cover letter stating your interest and responding to the selection criteria (maximum 2 pages)
- Resume and Supporting Documents to demonstrate that you meet the minimum requirements (maximum 5 pages).
The criteria for selecting the Consultants are provided in detail in the TOR but not limited to:
- At least an advanced degree in facilities management, facilities maintenance, strategic planning, management, public policy, development studies, business, or other relevant discipline from a recognized university.
- Relevant work experience in facilities management maintenance, infrastructure planning and/or development
- Must have experience working with government agencies especially education and its stakeholders.
- Knowledge and understanding of infrastructure or asset management practices and challenges in the Pacific.
- Knowledge in the general social, economic and political environment that influences education infrastructure landscape in Tonga and the Pacific.
- Professional oral and written communication skills in English, including via email, audio/videoconference and face to face with government officials.
- Proven analytical skills and ability to conceptualise and write concisely and clearly.
- Ability to work independently, deliver under pressure/meet timelines, and resolve technical issues.
- Knowledge of relevant Tongan Legislations for infrastructure, asset management and Tonga strategic goals will be an advantage.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
